The article shows the negative trends in Russia’s industrial development in comparison with other countries. The study concerns with methodological issues of extension of general equilibrium input-output models with assumption of macroeconomic policy shocks. A general equilibrium input-output model with aggregated monetary and currency markets is suggested for the Russian economy. The model is based on synthesis of macroeconometric and inputoutput approaches. A key feature of this model is endogeneity of inflation rates, interest rates and exchange rates. A macroeconomic forecast with various scenarios of monetary policy is given for the Russian economy for 2013-2015. The obtained results show inconsistency of current monetary policy in Russia with priorities in modernization of the economy.

The paper examines the current state, structure and dynamics of investment in the fixed assets of economic entities in Russia. The problems of updating fixed assets and possible investment resources are identified. The analysis of the normative basis on accounting and taxation of fixed assets currently in force is conducted with the purpose of understanding its influence on forming depreciation capital. The authors substantiate the necessity of using the concept of depreciation capital; analyze its interrelation with fixed assets. The role of depreciation capital in the increase of the volume of investments in fixed assets of organizations through the mechanism of improving public depreciation policy is explained.

The article analyses the influence of human capital on population’s income in Russian regions. Extended Cobb-Douglas production function has been used to estimate the influence of educational level on citizens’ income. Regional statistical data for 2003-2012 have been used to calculate spatial regressions. Conducted macroeconomic research showed a positive correlation between average monthly wage, income and consumer spending per person in regional economy having an average educational level. The research also showed a negative correlation between life expectancy and average monthly wage and a positive correlation between average income and consumer spending per person.

Index of gross municipal product per capita is used as a type forming characteristic. Reasons and factors of differentiation of territories by the level of development are examined by a grouping method. Conclusions are drawn and recommendations are made. Government statistic data is used as a data base of the research.

The article covers issues concerning the forthcoming reform of the system of higher education in Russia. It presents several provisions of the main governmental documents determining the course of the reforms in the public sector and higher education. The article is focused on different points of view to the effective contract. Most authors consider the effective contract as a changed variant of the labour contract, which corresponds to the definition of the effective contract in the remuneration system’s incremental development program. A special focus is on positive and negative consequences of the effective contract’s adoption. The effective contract’s main advantage is that it will link the remuneration of labour to the volume, intensity and quality of work completed under the labour contract and it will determine teaching employees’ salary level making it competitive with other sectors of economy and on the regional labour market. The article studies the matters how to create favourable conditions of effective contract’s adoption because without them it will be hard to achieve a positive effect of the higher education reform. Different authors express their attitude towards the criteria of teaching employees’ activity appraisal in the effective contract. The data and criteria of the activity efficiency, the amount of emoluments, the amount of rewards for achieving collective results of work must be properly understood by both employers and employees, with no ambiguity.

The article considers the terms, attributes and principles of countries, regions and industrial enterprises sustainable development. We singled out the subsystems influencing on their sustainable development, the indicators for sustainability evaluation of countries, regions and industrial enterprises are suggested. An algorithm for estimation of these objects condition as well as ways to react to weak signals depending on changes in sustainability indicators are proposed.
