Abstract >>
The article presents the results of the analysis of dynamics of demographic potential of Novosibirsk region in 2002–2010. The value of demographic potential is defined; specifics of its labor and reproduction structure are examined. Factor analysis of demographic potential is carried out; impact of increase of life expectancy of population and changes in population size and composition by gender and age on its increment is revealed. Recommendations for various target groups (regulatory bodies of various levels, employers, health care system, mass media) are made to provide and maintain sustained growth of biotic potential of the region.

In article the problem of workplaces formation appeal considered as important social and economic task. It is shown that quality of workplaces is significant competitive advantage of the organization, but the quality is based on a combination of interests of worker and employer. Analyzing behavior of each of the parties of the labor relations, the author comes to a conclusion that the main characteristics of appeal of workplaces have to be considered at a stage of their design. The qualitative characteristics of a workplace representing the greatest interest both for the worker, and for the applicant from a position of implementation of requirements to quality of the labor life are considered. Questions of economic efficiency competitive workplaces formation, decrease in losses from long stay of workplaces as vacant are considered that demands creation of the corresponding information base. Appeal of a workplace is closely connected with satisfaction of the worker doing his job. Need of the organization of sociological maintenance, both procedure of hiring of new workers, and the subsequent their work on a workplace is shown.

Article is devoted to a perspective which relevance is caused by a complex of the interconnected circumstances: positioning of the personnel as a key resource of any enterprise; large-scale introduction of competence-based approach in a personnel management system; recognition of competence of the worker the dominating parameter of its competitiveness; lack of the methodical tools adequate to the changing managing conditions. The purpose of writing of article consisted: in justification of conceptual approaches to management of competitiveness of the personnel of the organization in the conditions of realization of competence-based approach; in development on their basis of profile methodical tools. It is lawful to refer to the main teoretiko-methodological results presented in work: introduction to a scientific turn of the terms competence-based competitiveness of the worker and functional and competence-based category; development of a standard format of matrix model of professional competences of the employee of the organization in the conditions of accumulation of functional flexibility of labor. Respectively, to methodical results: the methodical approach to differentiation of the personnel on functional and competence-based categories which is based on idea of cooperation of professional competences, and a technique of an assessment of level of competence-based competitiveness of the worker. In article on conditional examples use of the offered techniques is illustrated; the attention on their adequacy to the mission confirmed with results of successful pilot approbation is in summary focused.

The fields developed by the enterprises of an oil and gas complex of Western Siberia were put into commercial operation several decades ago. Labor collectives were formed by the Soviet principle, by issue of Komsomol permits. The modern terms of managing are dictated need of the accelerated transition of oil and gas extraction production to an innovative way of development. In this regard character and the content of work in branch change, requirements to quality of human resources raise. It puts in the forefront the most important economic problem of reproduction of workers of new generation. Considerable reduction of a manpower of oil and gas extraction regions is aggravated by problems of updating of shots, increases of their professional level and improvement of all system of reproduction.

The statistical grouping the results of primary observations, discussed in this article, suggests that the researcher has some idea about the number of typological or structural positions, layers. Conclusion on the number of types of images or structural layers to be based on the extent to which the total variance explained by the so-called tag levels variation of the Intergroup (interclass). A structural position, providing maximum cross-group variance is a «structural manner» of many observations. The degree of accuracy of the structural display is set to the number of structural positions. The concept of structural image of the investigated range of observations of this article is also applicable to pools, under the authority of the known strict laws of probability distributions. Describes the optimal division of statistical set of observations by the given number of classes, groups, depending on the type of probability distribution functions. Defines the sustainable optimal grouping for uniform, normal, exponential and log-normal distribution laws. The possibility of application of stable structures (structural images) as a potential function to determine the type of probability distributions to statistical aggregates with unknown law of distribution.

ASSESSMENT OF ACCURACY OF A NUMERICAL METHOD OF CALCULATION OF INSURANCE RATES ARE BASED ON GENERALIZED ACTUARIAL BASIS

The article presents the algorithm of a numerical method of calculation of insurance rates based on the concept of generalized actuarial basis, according to which there are no differences between actuarial conditions of life insurance contracts and contracts of general insurance. This algorithm for a typical insurance risks for both classes of contracts executed the calculation of insurance rates. For each dataset, the calculation is repeated 10 times, the result was averaged, calculated the coefficient of variation and the average result was compared with rate value according to the standard methods of calculation. It is shown that with the increasing number of simulated insurance portfolios is reduced as the variation of the obtained values and the relative deviation obtained insurance tariff from the tariff according to standard methods. Also it is shown that the approximation by a normal distribution in most cases allows you to get a closer value of the insurance rate to the value by the standard method.

Economic development of the Russian Federation has been raw oriented for decades. The article examines possibilities of innovative economic development rather than raw; results of dimensional and dynamic analysis of scientific and innovative potential of regions of Russia are considered. Scientific and innovative potential index system is offered. Analysis of structure and dynamics of employed population by educational level, by categories in Russia for 1995, 2000, 2005, 2010-2012 is carried out, structural disparities between these indicators in Russia and federal districts are revealed. Dimensional and dynamic analysis of used advanced production technologies and output of innovative products is carried out. Government statistics data is used as a data base.

ON STATISTICAL METHODS OF PERIODIZATION OF HISTORIC SERIES OF MACROECONOMIC INDICATORS

The paper discusses the issues of application of statistical methods of periodization in time series. A review of modern state of studies in this field of statistical science is given. An attempt to define content of periodization of historic series is made, authors classification of existing methods of periodization (accurate and approximate, some can be applied to one-dimensional arrays, while other can be extended to multivariate time series) is presented. Application of each method is illustrated on historic series of social and economic indicators of Russia, in particular, dynamics of profit, annual average fixed assets value, rail freight turnover, import is examined. Analytic table comprising main methods of periodization of time series is formed, positive and negative aspects of the given methods with their possibilities and limitations are discussed.

The article deals with the banking system of Iran, made a more detailed analysis, based on the classification of banks - participants of the internal market of credit resources. In particular, indicators of banks’ assets, assess the adequacy of coverage obligations, we consider a system of quality control assessment, work with different types of risks. The authors noted the specific situation in which the state banks were Iran, as a result of the government through these programs, the development of various sectors of the economy that actually makes them exist in a non-competitive environment, in comparison to private banks.

The task dedicated to the choice of an optimal set of assets for forming the investment portfolio of insurance company was considered. The methodic for solving it was described. With the help of quantile criterion strategy the choice problem is reduced to the problem of finding the necessary profitability and to the choice of risk assets, taking into account legislative restrictions on shares of assets in the portfolio, instead of the choice of all assets. Cluster analysis is applied to the choice of risk assets with the demanded combination of risk and profitability. An example of choice of assets to the category «stocks» was represented and recommendations about a choice depending on the attitude of insurance company towards risk were made.

The fast growth of the industry of services produces the need for theoretical analysis of influence of this growth on the model of functioning of economic agents. Many aspects of this influence still remain unexplained. Among these aspects one should cite the influence of the transition towards service economy of the model of formation of company’s productive assets. The goal of the present research is to find and to analyze possibilities and risks that appear before companies in the field of formation of productive assets. In order to reach this goal I analyzed the economic nature of service. I demonstrate that the service is a temporary right to use provider’s assets in order to produce customer’s value. This right to use external assets generates a service lever - the value of assets used by companies is much higher than financial resources these companies have. Investment are replaced by current expenses. The service lever allows companies to attract large assets for their eco- nomic activity. The temporary nature of the right to use provider’s resources produces the risk that the provider may deny access to these resource to economic and politic reasons. Therefore companies should build a multi-level system of asset formation depending of asset’s economic importance, price and risks.

The article presents the results of the comparative analysis of regulatory status of a group of tourist activity agents - tourist organizations of Russia and Kazakhstan. The subject matter is normative means (statutory conditions) and authorities (agents) of governing of activity in the tourist sector of the two countries. Three aspects of the declared subject are considered: similarity between regulatory status of tourist organizations of Russia and Kazakhstan; differences in their legal status; general assessment of advantages and disadvantages of both situations. It is shown that tourist regulation mechanisms are very close typologically in these countries. Differences are of «phase» gap or lead nature in one course of development. Use of instruments of tourism statutory regulation applied in the Republic of Kazakhstan can improve efficiency of this activity in Russia.

The notion of elite corruption is suggested - an element of intrusive-destructive-mimetic criminality that naturally found way into the system of economic, legal, financial and other relations, invulnerable to efforts of law enforcement authorities. Elite corruption threat to national security of the state is shown.

Gender ideology in the Japanese society is considered, main features of the gender system in Japan are named. It is the purpose of the article to analyze features of gender relations in conditions of transition from traditional (very rigid) society to their modern type set by the western civilization. The article is devoted to the Grand Duchy of Lithuania’s legislation modernization that was conducted in the middle of the XVI century, as a significant milestone of the juridical history of the medieval Europe. The legislative modernization was an important element of the overall modernization of economic, administrative, and political relations in this large European state. This article examines prerequisites and sources of the modernization, as well as describes its key features. The article lays special emphasis on the creation of the Lithuanian Statute of 1566. This event represents an example of an implementation of advanced religious and legal ideas of that time, based on foreign legal structures adaptation and being supported by domestic legislative experience.

The article investigates the meaning of «nothing» in the context of human ontology on the example of two versions of existential philosophy (J.-P. Sartre and M. Heidegger). The author analyzes the concept of nothing in the framework of existential ontology, because it involves the study of the ontological concepts of «what» and «nothing», «being» and «nonexistence » in their relation to the anthropological concept of « who». The author explains the anthropological meaning of «nothing», explores the role played by the concept of «nothing» in the interpretation of man and his freedom, proposed by these philosophers.

Turing test is considered with regard to rampant development of computer and network technologies. Notions of context artificial intelligence, artificial intelligence of a certain level and absolute artificial intelligence are introduced. Argument s for the capability of a machine to pass the test not only because of its upgrade but by virtue of change of interaction between man and machine (outsourcing of intellectual functions of man) together with decrease of human intellect level are made. Possible outcomes of creation of absolute artificial intelligence are projected and test for it is offered.
