Abstract
The article presents the characteristics of global and domestic IT markets and states problem the lack of ICT specialists as for the developed countries and for certain regions of Russia. It proves the necessity of programs of ICT Represents the module system education in Novosibirsk as necessary measures to reduce the lack of ICT specialists. The third version of the European framework of ICT competences and system of its information support are described in the article. The article proves necessity of further development of this system. The extension of existing system of information support and target groups of users are described in this article.Use case diagrams determine the functionality and system behavior.The modules of the system are represented.
