The idea of developing reflexive-professional competence in lifelong innovative learning is the expression of the imperative of our time, because the present level of development of human civilization and the level predictable for next decades are inseparable from accelerated growth of the intellectual potential of mankind and from achieving a qualitatively new state of its spiritual culture. Complex pedagogical, psychological and acmeological research of such a complicated fundamental problem, as the development of reflexive-professional competence in lifelong innovative lerning, rests on conceptual theoretical achievements of modern higher education, which requires taking into account the methodology of interaction of the Humanities and their interconnections with professional practice. The systematically important factor of developing reflexive-professional competence in lifelong innovative lerning is the cultivation of reflection and competence. In this context, development of reflexive-professional competence in lifelong innovative learning becomes the subject matter of specific complex research. Development of reflexive-professional competence in lifelong innovative learning is of consistent nature and lies in the fact that reflection serves as a mechanism for analyzing professional experience, contributes into overcoming difficulties in professional activity, determines the development of professional competences, creates conditions for personal and professional development and directly correlates with acmeological achievements of a person. Reflection as a condition of developing reflexive professional competence, as a mechanism of analyzing experience and, finally, as a component in the structure of professional abilities is an invariable definition of continuing innovative education.

The system of Russian education has obviously proven its resiliency and viability in the challenging conditions of the 1990s social and cultural revolution; it managed not to surrender to the American standards of education modernization. The author puts forward a hypothesis that the social and cultural institution of Russian education possesses a hidden long-standing potential, which can ensure further development of the Russian education regardless the current educational system modernization. Subject of the research involved searching for social and cultural features of this institution, which ensured its viability in the epoch of changes and revolutionary shakedowns while providing for its further development. Theoretical foundation of the research includes the theoretical and methodological approach suggested by M. Castells, an American sociologist of Spanish decent, for analysis of the modern economy. The research has extensively relied on a social and cultural approach, as well as on monitoring of information on the topic and a descriptive method as a method of collecting information, its primary analysis and description of the data and its features. The author emphasizes the fact that before the collapse of the Soviet Union, only two world powers were educating professionals independently, without cooperating with other countries: the Soviet Union and the USA. In the Soviet Union, the system of education was developing independently from the monopolist hegemon, which greatly contributed to its success in the world. Russia’s current international activities are focused on promoting the idea of a multi-polar world. Development of the Soviet / Russia system of education has shown that it is impossible without a single educational space that would correspond to the related center of economic development. The fundamental principles of this educational space are as follows: accelerated internationalization and integration of national educational systems within a common center of economic development; diversification of education ensuring the training of professionals for economy and various industrial facilities; conversion of diplomas via recognizing them; a system of academic (patronizing) connections between universities of the «center-province» type; a system of multi-level education ensuring a general education of higher level; availability of economic tools of managing the academic and professional mobility. According to the author, the European experience of forming a single educational space should not be taken as a role model since it does not exist as of the year 2015. In the context of a monopolar world, a hegemon-monopolist pursues its targets by imposing its standards in national economies, politics and education. These standards stop working in a multi-polar world.

The article outlines that further training becomes topical and urgent in the modern times. The authors see the leading role in development of further training as the vector of higher institutions. The paper explores the experience of the system of further training in Krasnoyarsk State Agrarian University; general problems appeared in it and the ways of solution in the agricultural universities. The authors analyze the general aim and tasks of the departments of further training, the current situation, personnel, facilities and additional activity of the department. The paper investigates the external factors influencing further training development and defines the main directions and outlooks of development of further training for the next 5 years.

Humanization and humanitarization are treated as a necessary condition of renewal of education contents at the modern higher institution as technocratic thinking exhausts the culture. This contradiction makes important the problem of humanization and humanitarization of education in the XX century. Moral human values enhance specialist’s ability to see scientific and technological projects, technology and methodology of technological art. This allows to choose instruments for self-development, keep and develop personal identity and potential. The article explores some aspects of formation of humanitarian culture of a specialist.

The article explores the problem of globalization in the context of geopolitics. The author examines the transformation of particular geopolitical space in the context of modern globalization processes. He analyzes the “new world order”, claimed by the subjects of globalization. The author argues that the government of the world on the basis of unipolarity is not effective as it leads to multiplication of disasters and sufferings of many nations. The historical development of Russia proves that the spiritual anthropology can not be personalistic only as moral anthropology investigates moral health of the nation and family. Moreover, the unique and the general are interrelated. The author argues that alternative projects of globalization should be based on the primacy of spiritual values that develop fundamental values, in contrast to the unattainable human values; the so-called “globalization of the spirit”. The ideological foundation of the new projects can be, firstly, the idea of how the entire human civilization all humanity achieved sequential or joint development of cultural-historical types of people. Secondly the idea of unity and coevolution with nature, based on the philosophy of Russian cosmism - the phenomenon of global-historical dimension, expressing the spirit of Russian-Russian civilization; spirit, their aspiration for the future, to the disclosure of the meaning of human destiny and human capital opposing spirit, the spirit of market-capitalist civilization.

The article deals with the Russian universities and main objectives and tasks connected with distance educational technologies and e-learning in supplementary vocational programs.When implementing the program of further training it is necessary to take into account that students are already employed and work according to their profession. The educational process is carried out on the work-based basis. Due to this fact, the educational process meets additional requirements. These are training and methodological support of the students’ independent work, remote access to teaching materials that should be convenient for students, remote online and offline consulting and experienced professionals for conducting lessons. Application of distance learning technologies must be combined with the organization of workshops on the basis of the modern equipment and facilities.Following these factors, the educational process in RSACU is organized as a team work and individual work. The entire training period is divided into two parts: the period of self-study and laboratory exams (LES).Students’ independent work is controlled by means of LMS Moodle. It includes learning, posted training materials, controls, learning outcomes, as well as the interaction between the participants of the educational process. Distance learning is conducted on the individual basis. In addition to the resources of distance learning, the Russian State Agrarian Correspondence University created Interuniversity electronic library system (EBS) “AgriLib”, by combining teaching resources Agrotechnological profile of agricultural universities.

The article explores the necessity to found the system of lifelong learning for training, retraining and further training of the staff involved in agricultural production. The paper outlines a disbalance between the need of agricultural production in qualified staff and individual interests of alumni of agricultural institutions. The authors represent the strategy aimed at solution of this problem by means of the cluster model that comprises academic complex, business and authorities. The publication speaks about importance of independent students work in frames of degree distance interactive learning that is a part of the system of lifelong learning in the field of agriculture. The paper demonstrates differences between the notions “contents of education” and “contents of training”; it shows the main didactic principles that provide independent training. The authors describe the mechanism of application of didactic means that provide independent student’s work in the area of multilevel (degree) distance interactive learning. The publication specifies the order of education and training activity. The authors consider motivation of students through the principles of haecceity and constructivism. The article studies organization of individual training and team training. When developing multilevel distance interactive learning as a part of lifelong learning, the authors try to answer three questions: 1. to teach what? 2. How to teach? 3. How to study?

The paper explores the experience of Voronezh SAU in the field of further training (departments engaged in training on the programmes of further training and that are structurally united in the management board of further training of the university) and exhibition activity implemented by expocentre “Agribusiness of the Chernozem region of VSAU”. The author highlights the motivation of clients and partners (students) trained at Voronezh State Agrarian University for participation in the programmes of further training and shows data on the specific features of the students. Cooperation of the expocentre “Agribusiness of the Chernozem VSAU” and management board of further training allows to use thematic exponents of equipment and technical devices that are represented in the expocentre on specific professional exhibitions. The publication outlines that the most important exhibitions are “Voronezhagro” (anniversary exhibition held for 20th time in November 2015) and spring exhibition “Agrosezon” (held for 10th time in April). The exhibitions of technological equipment, technologies of agricultural processing and food production as “Beer time”, “Modern bakery”, “Sweettooth” and “Voronezhprodmash” were held in the previous years.

The author outlines specific changes in specialists training that occur in education, particularly at the Faculty of Further Training. The reason deals with new requirements provided by educational standards and new approach to lecturing and conducting seminars. As Novosibirsk State Academy of Architecture and Art has become the university, there is a topical issue related to increasing and enhancing of educational level at the institution. The author applies such methods of scientific knowledge as forecasting, analysis and data comparison. The theoretico-methodological approach implies modern research that deals with national and foreign education in the sphere of design, architecture and art. The author uses experience of teachers affiliated with Novosibirsk State Academy of Architecture and Art in terms of preparation of lecture material, teacher aids and scientific papers. In this approach the author takes into account the rules and regulations of outdoor advertisement in Novosibirsk. The research is concerned with improvement of education at the Faculty of Further Training and development of distance learning by means of electronic textbooks, video materials and infographic. The paper makes conclusions that improve the process of information assimilation by students, and introduce electronic textbooks for distance learning in educational process.

The article outlines the structure of lesson activity that correspond to the Federal State Educational Standards of the secondary education. This structure provides the formation of students’ self-development and arrangement of educational process on the basis of individual age criteria, psychological and physiological features. The innovative model assumes application of a new method of movement activity, which is in contrast to the educational process. The interaction of institutions of further training and secondary institutions solve the problem of healthy lifestyle. The way to the children health is considered to be the goal of the children. Interest to the systematic lessons depends on the programs and their fulfilling the individual needs of students. The author speaks that it is not enough to train for the idea to lead healthy lifestyle; this should be involved in all the spheres of human life and social environment. Physical training is aimed at maintaining and improving of those types of motor activity that are mainly used in human society. The article explores the problem of designing of pedagogical technologies. The authors analyze different approaches to the structural components of pedagogical design and suggest their own structure of pedagogical technology designing of a combined type. This technology is aimed at enrichment of students’ individual experience. The article represents the authors’ rendering of the notions “a pedagogical technology of combined type”, “individual experience of a personality” and “individuality”.

This article describes the problems of agricultural specialists training through the system of secondary education and further training. The author outlines the scheme of lifelong learning in agricultural sphere, which includes specific interaction between the institution and secondary schools, vocational schools, higher institutions and further training institutions. The authors analyze the activity of the Centre of Further Training at the Institute in respect to further training and retraining of different categories of students. The paper explains the majors for full-time students and correspondent studies in the system of lifelong learning by means of further training programmes in order to increase competitiveness at the labour market. The authors suggest conceptual directions for agribusiness staff training in the region.

The author sees the important task of the modern times as overcoming of criminal situation and criminalization. This is necessary for building civil society and requires implementation of professional activity in the field of social work in the penitentiary institutions. The activity is aimed at reintegration of law-obedient people and people who conform to the social standards. Social work at penitentiary institutions requires development of specialist’s professional culture during the whole life. Professional culture is a qualitative feature of a specialist that defines the specialist’s attitude to efficiency of professional activity and career growth. Development of the specialist’s professional culture on social work at penitentiary institutions should be managed and regulated as its results, success and efficiency depends on all the organizational and pedagogical conditions. The author outlines, that development of professional culture of social workers at penitentiary institutions should be implemented in frames of further training that assumes individually-differentiated approach. This approach contributes to effective cooperation with social workers and provides professional growth of each person taking into account personality and professional experience at penitentiary institutions.

The author analyzes historical view and modern situation of social education in the system and institutional combination and represents system and institutional approach. This approach defines the institutional model of system analysis of professional education in the sphere of social work by means of correlation between the system elements and institutional processes related to professional education in the sphere of social work. The institutional model of the system analysis covers the whole complex of scientific tasks that define scientifically based pedagogical research of processes of formation and development of professional education in social work in modern Russia.

The article deals with the organization features of architectural education in Russia, in comparison with Western European countries, the USA and Canada; and reveals the differences in organization and plan content. Russian architectural education has passed the same way in its development, as the architectural education in other countries: from craft-labor approach in training (X-XVII centuries) to the academic knowledge. Before the October revolution in 1917, the architectural education in Russia and all over the world was artistic and engineering. But after the October revolution, this division of higher school of architecture, existing in Western countries, has been lost; architectural education has become universal: combining artistic and technical, and independent, getting in specialized institutions. The universality of the Russian architectural education complicates its comparison with the architectural education abroad in terms of content. Modern Russian model of architectural education, as the continuation of the Soviet education, stands against the Anglo-American model, with full liberalization of the education sector, free from the state; the French model, with a fully government-regulated educational standard, and the German model, with strong research component. Besides the superficial differences in the training of architects in Russia and abroad, there are deep differences with social conditionality. These differences are determined by the roles of architects in Western society, which are wider than the functions of Russian architects; and other social order, other requirements, that Western society has for the erected buildings and structures.

The source of moral obligations in medicine therefore has an external character, since medicine is part of culture and performs services for the benefit of society. Justifying the need of existence of professional ethics in medicine is usually connected with traditions of a profession and with humanistic dimension of these ethics, pointing at the same time at their culture - forming character. With such attitude, professional ethics is treated as a part of all mankind output, and its teaching turns out to be an important element of preparation for taking part in culture. The author indicates that professional ethics does not limit freedom of the staff but it gives a special opportunity to use it. Records constituting its contents are mostly standardized by a professional group which sets criteria of recruitment on its own and general duties resting on their members.

Information aspect of education is increasingly manifests itself as the leading one, and it becomes obvious when considering the role of innovative information. Higher education takes the best form if its entire structure comprises a dynamic equilibrium of such two basic processes as operation and development. Investigation of innovative levels (national level, regional level and local one) is concerned with great importance for realizing innovation trends in modern national education. This also includes of local authorities, teachers, students and parents as subjects of the innovation process. The significance of the information model of education is treated in close relation with education and training. Informatization of education is an instrument for development, modernization and improvement of educational system that corresponds to the information society. The research of functional features of information in education is complicated due to contradictions of development of education. The great majority of contemporary issues related to the formation of the information society are complex ones; they require an interdisciplinary approach in order to be analyzed. The author outlines the necessity to investigate the role of information in formation of new educational models.

From theoretical part the author analyzed legislation, standards and regulations, compared and generalized theoretical research about teaching staff. From empirical part the paper is concerned with pedagogical observation and exploring the experience of teaching staff at university complex. The research results in peculiarities of teaching staff functioning; it reveals the aims, types and elements of teaching staff at university complex. The author outlines such areas of interaction and cooperation as implementation of planned events in frames of the whole university complex. The scientific novelty of the article assumes an attempt to fill in the gaps in methods of interaction among teaching staff of university complex. The author sees practical significance as organization of interaction among teaching staff of university complex that allows to achieve the goals and provide the quality of training.

The paper analyzes the current situation and makes conclusion that there is a specific circle of people who are in need of education and training. The paper observes the world tendency of transition to non-traditional forms of education in majority of universities. The authors see individual work of students as one of the basic elements of the distance learning. Application of new information technologies affects self-education and successful individual students’ work. Application of computer technologies allows students to be enthusiastic when doing independent work. A teacher stays in long-term academic connection with students by means of internet.

In context of transition of new regions of the Russian Federation - the Republic of Crimea and Sevastopol - to the Russian standards for assessment of the quality of vocational education, establishment and development of the system of certification of qualifications in these regions is relevant. To this end, upon request of Rosobrnadzor (Russian Educational Supervision), a model of the expert-methodical center on certification of qualifications (hereinafter - EMC) is developed as one of the key elements of the regional certification system. The process of creating and functioning of EMC in new regions of the Russian Federation was simulated taking into account the fundamental strategic benchmarks of the state policy in education, as well as the experience of the regions where such centers have already been established and are successfully functioning. This article describes the key provisions of EMC model defining its purposes and objectives, operating principles, functions, organizational structure and approximate staff, and fields of activities.

Professional education does not mean only the period of training for this or that profession in institutions; it usually runs through the whole life of a person. Being the subject of public relations, during his life a person contacts with people of different professions. The person tries various occupations and ultimately makes his choice. After that, the person enters a vocational school to study for a chosen occupation. On getting diploma, alumni start professional activities, and their professional education continues. They strive to attain acme in a chosen professional field. Thus, we can say that vocational training has a continuous character, and it consists of a series of successive discrete stages, each of them forming a personal attitude to the profession and personal qualities demanded in this or that area. All of the discrete steps are equally important. Therefore, lifelong professional learning is an entity composed of a number of discrete wholes, and we should consider this type of education from the standpoint of the philosophy of holism. With that, a continuous education, as well as its discrete wholes, includes both cognitive and practical components, professional knowledge combined with practice. The ratio of theory and practice at different stages of individual integration into profession is different, but the process always represents a combination of a secondary and professional education.
