A reform of education may be successful only if there is present the modernization targeting, transformation of the educational system to the state which is the most adequate to the world order. To solve this problem we must objectively answer several questions. What are the functions and goals of educational system? What tools are proper for achieving these targets? What are the effectiveness parameters of the education process? How to provide the cadres for education reformation? And finally, what is the price of denial to take the global challenges? The article analyzes two basic education models, quality of the proposed educational innovations, the influence of cultural surroundings on this process and the role of the state.
