The article is devoted to the comparative historic-conceptual analysis of the social creative process of the civic volunteer initiatives of the youth in Russia and abroad. There is considered the 20th century retrospect and the modern state of development of the process of civic initiatives in the context of social education in Russia. There are studied the concepts of leisure and the social-cultural development of the society and the youth in the foreign scientific tradition, the volunteer movement abroad in the framework of charitable and civic activities. There are also analyzed the spatiotemporal continuum of leisure and the development of civic initiatives of the youth in the Russian educational institutions.
