In the article, the main strategies of the education management in the conditions of globalization are considered. The author reveals the philosophical bases, which underlie two models of management standing against each other according to the follow criterion: recognition/non-recognition of the metaphysical foundations of life. The model of management, being implemented now, is based on the denial of these foundations and leads to unification and degradation of the national education systems. The author proves that the most optimal is the strategy which is guided by the fundamental principles and laws of the Universum, being in accord with which, both the world as a whole and the mankind, in particular, are evolving to more harmonious, advanced levels of life.

The article considers the question of the content of the legal status of the teacher. On the basis of the characteristics of the formed societys model of the social status of the teacher, as well as from the content of the main provisions of the Russian legislation in the sphere of education and international legal provisions, the author makes a conclusion about the need of confirming on the legislative level of a special legal status of the teacher.

In the article there are revealed the specificities of developing professional competence of the subjects of life-long education in the conditions of acmeological environment. The acmeological environment is described as the combination of external and internal conditions appearing and created under the influence of mega-, macro- and micro-factors, providing the development of professional competence of the subjects of life-long education. The acmeological environment contributes into the ability of the subjects of life-long education to realize and overcome the factors hindering the development of professional competence.

In the article there is described the experience of training the heads of enterprises connected with the development of managerial competences, including the emotional intelligence which determines the aptitude to perform the management work. Some approaches to the concept of emotional intelligence are given. One of the effective methods of development of administrative competences, including emotional intelligence, is group training.
Theanalysis and the research results are presented on the basis of trainings with the participation of managers in the TsDO Personnel (Tomsk).

The main idea of the articleis to study theoretical and methodological bases of the competitiveness of educational services in higher education. The essential characteristics of such definitions as «the market of educational services», «educational service» are considered; the factors, influencing the competitiveness of educational services, are analyzed. The paper investigates different approaches to the system of evaluation of competitiveness of educational services of the institution of higher education. The authors propose five priority directions for optimization of management of the educational service competitiveness:«marketing», «designing and development of educational programs», «admission of students», «design and implementation of the programs of additional education», «scientific research and development, innovative activity».

The article investigates the phenomenon of the online skill learning. The article explores the basic features of skill learning and the online skilllearning on the education market. There is postulated the need to apply the online skilllearning in the Russian universities to remain competitive in the education market.

In the article, childrens neglect as a phenomenon of social reality is considered. An analysis of the historical conditions and the reasons of formation of childrens neglect is carried out.
