Considering transformation of higher education in Russia as part of a reform pro¬cess of socio-economic sphere of society, the author draws attention to existence of systemic contradictions and notes the needfor detailed research in order to find other ways to develop situation. Hence, the paper is aimed at characterizing the alternative ways of improving the educational system, which allows to retain benefits of higher education in Russia. Igor Groshev considers growing gap between university standards and actual demand in specialists in the production sector to be the basic contradiction Appealing to the foreign experience, the author formulates the basic requirements for adjustment of transformation strategy taking into account existing and probable trendsin economic sphere.

Abstract >>

The paper is aimed at analyzing the process of humanism and humanitarian founda­tions of Russian educational paradigm. The article deals with education as a mechanism of values transmission, which reveals the relation between humanism and humanitarian fundamentals of educational system in Russia. The author points out that there is a pro­cess of general values ’ disintegration in the modern global world; it influences educa­tional system. Education is supposed to be understood as a mechanism of socio-cultural heritage of society. Global crises require reconsideration of the progress and enlighten­ment way, which humanity is moving through; it makes the problem of education hu­manization to be urgent and important one. The paper reveals the main approaches to the notion “humanism”, represents its kinds and demonstrates relation between human­ism and processes of humanization and dehumanization in society. Humanism was often understood as a utopia in modern Russian society and wasn’t expressed in social ideals. The paper analyzes the main approaches to humanization of education and considers the main historic stages of establishing humanitarian fundamentals in education of Russia. The modern model of education in Russia was founded during the Renaissance and the Enlightenment according to the German one. It assumed a lot of liberal arts subjects aimed at forming human morality and engineering aimed at cognizing the world by means of the mind. The concept “humanism” assumed class-determined meaning which displaced human and civilized meaning. There was teaching staff trained in the field of humanities in post-revolution school. The teaching staff was not able to adapt to the governmental policy in education. Education still remains the major element of social humanistic practice, due to its universality, independence from the political, economic and market situations in spite of all attempts to scrapping. This social institution keeps elements ofhumanistic pedagogical technologies of the past and new ways of humanistic pedagogical paradigm are searched exactly in education. The article makes conclusion that contradiction between social and cultural needs of modern society and the educa­tional system occurs in humanitarian fundamentals of the Russian educational para­digm. It is mentioned that educational system does not respond to the needs of modern society due to the loss of humanistic goals in society’s ideology, outdated methods and applying of old techniques and teaching methods.

Abstract >>
The authors explore the reasons causing decreasing of competitiveness of education in Russia in the international educational industry. Their analysis is based on methodo-logical principles of educational philosophy and competitiveness science. The authors formulate the reasons of education in Russia recession. Their formulations are based on the idea that the main goal of education assumes training a competitive individual able to perform social roles. The authors consider the main reasons as follows: inconform¬ity of education quality to international standards and principles “longlife education” and “from age to degree”; lack of transparent state educational policy; partial non- continuous vertical and horizontal connections of education and science, industry and technologies and sometimes not legitimate image made by mass-media of Russia. The authors suggest measures able to improve the situation

There was a fundamental change in social relations in Russian society at the turn of XX-XXI centuries. In these circumstances, education system, as an institutional basis

of society, has undergone major transformations; it means the old system can’t operate efficiently in new conditions, but at the same time there is no understanding of what kind new paradigm of education should be. Many reformers suggest the most successful ex­amples of development in the West as ideal models aimed at promoting and developing national education system. The examples of western development are supposed to be introduced and applied in Russia. The paper analyzes foundation and development of education on the example of Western societies; it demonstrates that each national educa­tion system has always been founded and developed in well-defined social and cultural conditions. The author makes conclusion that total applying of experience of even the most successful Western examples and their development is not suitable for education in Russia due to centuries-old national cultural, scientific and educational traditions.

Analysis of the processes, occurred in the society, shows that education is gradu­ally moving fromeducational institutions to the socio-cultural environment. There is an «expansion» of education on the society, types of education receive educational status in various areas ofsocial life. The means contributing to establishment of educational com­munity appeared to be a complex system of diverse knowledge working in the society, new types of communication and educational potential of national cultures which has become very popular in today’s society as well.

The ideas of unified educational space in the region, expressed nowadays in the frameworks of national and scope education are of great importance for modern devel­opment of Russia. It is possible to estimate peculiarities of geographical characteristic, historic characteristic, demographical characteristic, cultural one, economic plan, con­ditions and problems appearing in education exactly within the regional borders. Devel­opment of common education space in Russia relates to protection and development of cultural identity of its national regions, formation of the needs and abilities of different education entities to cooperate for the benefit of society.

Development of national education is an important way and it is a mean offoundation of educational community in multinational Russia. The ideas of applying national experience in educational development are widely overviewed in the frameworks of na­tional schools, national and scope colleges, frameworks of approaches to education, which focusesmainly not on institutional area but it is broadcasted via channels of f «natural» life. The ideas ofpeople’s national school foundation in Russia aimed at stu­dents education by means of spiritual riches of national culture, traditions and habits of the region and school of morality, ethical life and crafts became popular due to the projects of regeneration and development ofpopulation in Russia.

Today it is necessary to emphasize crucial importance for modern Russia of the idea to found common education space in the region. It is possible to estimate peculiarities of geographical characteristic, historic characteristic, demographical characteristic, cul­tural one, economic plan, conditions and problems appearing in education exactly with­in the regional borders. Development of common education space in Russia relates to protection and development of cultural identity of its national regions, formation of the needs and abilities of different education entities to cooperate for the benefit of society.

It can take into account the specific features of the geographical, historical, demo­graphic, cultural, economic plan, the specific conditions and challenges facing educa­tion in the borders of the region. The development of a unified educational space of Russia related to the protection and development of the cultural identity of its national regions, with the formation of the needs and abilities of different subjects of education to cooperate for the benefit of society.

The paper analyzes the reasons of necessity in constant improving of ethic and legal space of educational and scientific activity in the modern world. The article reveals the fact that model of personal behavior formed in the Soviet era was based on recognition of high value of health and caring health provided by Institute of Healthcare. The article deals with the role of knowledge and creative potential of a person in solving urgent problems related to intellectualization of economy in the XXI century, necessity to provide academic and technological leadership of the country, saving and strengthening the middle class as a priority task of the government, necessity of the youth ‘spiritual occupation’. The article analyzes possibilities to arrange cognitive process from the point of view of hermeneutic methods which are viewed not only as a craft to understand the text, hut general cultural and historic method (Fr Schleiermacher) based on the idea which is able to occur as a reconstruction of the author and the reader prejudices (Wilhelm Dilthey) and as a process of the reader’s getting into the author’s lifeworld (Hans- Georg Gadamer). The paper specifies impossibility to restrict a person in receiving true knowledge by means of cognizer role only. The author draws a conclusion about specific integration of science and education as a result of applying hermeneutic method; that makes new knowledge to be perceived not as extraneous and planted outside but as self­obtained and outworn.

Paradox of opposite conclusions from the similar empirical information, ’’centaur-problem” of value orientations (trans­values) is revealed in the eclectic combination of alternative paradigm principles; they are technocratic views and humanistic ones. The paper demonstrates sustainable social factors of student values in Russia. The main tendency of student values transformation has antisocial vector and leads to decreasing of quality of education. Social and educa­tional practice which forms positive values in Russia should become innovation strategic benchmark in promotion of society.

Issues ofsustainable social-natural development and specially protected natural ar­eas are of complex, interdisciplinary character in contemporary knowledge. This brings forth the problem of forming not only branch-specific subjects in vocational education - natural, humanitarian and applied - but also development of integrated directions which are studied in different vocational education course units and demand to be discussed in order to form special integrated curricula and subjects, those of natural-humanitarian theoretical-applied character.
