Abstract
The article examines the emergence of non-state education in Russia and the specificities of its development. The author studies the stages of development of domestic private education, describes their features and the difficulties encountered by the non-state sector of education during its formation period. In the article the author focuses attention on the fact that, although throughout the entire period non-state education has been under a strict control by the state, the development of non-state education has been very dynamic.
