The article considers the peculiarities of migration processes in the 90-s ' years of the last century and labour migration from the neighboring states of Kazakhstan and East-Siberian border areas after the year of 2000. It is shown, that at the present time the regions of Kazakhstan border areas are different from the regions of the East-Siberian border areas by higher net migration with foreign countries. Special emphasis is given to the consideration of the consequences of migration, its influence on the ethnic composition of population.

The paper presents the identification and classification of risks in electrical grid investment projects (EGIP) for each stage of EGIP realization. Life cycle of EGIP realization consists of four stages – concept and development, realization, completion and operation. Classification of EGIP risks is also presented with a breakdown of types of such projects. The article analyzes and groups common and specific risks for nationwide EGIP, socially oriented EGIP, infrastructural EGIP, technological EGIP and R&D electrical grid investment projects.

The article presents the typology of feminineness in terms of gender sociology. The author analyzes types of feminineness in two aspects: power/submission and consumption. Normative, inversive, androgynous, infantile, deformed types of feminineness are presented in terms of power/consumption in theoretical and empiric layout. Restrictive, natural, prestigious and imitation types are presented in terms of consumption. The typology is presented in author’s interpretation.

The notion of «efficiency of credit investment» is considered, methods of evaluation of efficiency of credit mechanism offered by Russian scientists in 1970s are examined. Author’s method of credit mechanism performance at the level of the country is offered. The method consists of two stages. The first stage, express diagnostics, shows positive or negative efficiency of the mechanism. In the event of negative efficiency thorough evaluation is being held, inclusive of a wide range of criteria that makes it possible to define problem elements of the mechanism.

The article classifies operational processes of company as random processes. The management of processes complies with the fundamental principle involving the determination of a certain limit of range of variability of the experimental variable for the evaluation of stability, performance and risk of their work. The paper suggests the definition of lower bound as a value of «breakeven point» and upper bound – as economically justifiable amount of liquid monetary funds. The algorithm and forms of cards of dynamic control of process are developed. An example of approbation of tools of stability evaluation, performance and risk is given.

The analytical expression that links the value of subjective information with profitability of primary activity is presented.

The article is devoted to study of absenteeism in the context of the Soviet electoral system formation of 1920s. On basis of archival, printing and statistical data author analyzes manifestations and main causes of mass population absenteeism in the early 1920s. We consider the attitude of the Bolsheviks in relation to the absenteeism of population as an indicator of the crisis of relations. Additionally we identify ways of the official response to absenteeism – from the cancellation of the elections and the democratization of the electoral system to the use of administrative resources.
