Abstract
The proposed multi-level study allows to formulate some conclusions about the effectiveness of attracting regional innovation and reproduction, scientific-technological, intellectual and other resources of each individual region to implement the modernization. The item is included in the model factors can be adjusted during the improvement and further development. The universal nature of the technique allows to vary the list of estimated parameters based on the information ability, object of study, and the skills involved analysts.
