Abstract
Article is devoted to justifying the need for quality management of human resources at the university in terms of higher education reform. The changes that have taken place in higher education. The factors influencing the need for quality management of human resources at the university. Describes the elements of the system and the steps in the process of quality management of human resources of the university. It is shown that the efficiency and competitiveness of the university depends largely on the quality management of human resources.
