Abstract
The article considers challenges of pension coverage of population of Russia in the years of radical market reforms. The author presents previously unpublished materials of the State Archive of the Russian Federation, making it possible to see the level of mutual understanding of authorities and population regarding pension coverage issues. Such social policy drawbacks as lack of clear concept of the pension coverage in the Government as well as obvious inconsistency of actions of the nation’s leadership are revealed. It is shown that insufficient level of financial resources failed to provide worthy conditions for pensioners in the 1990s.
