Abstract
In the Russian state-political tradition, people has never acted in the role of a sovereign, establishing the rules, norms and principles of the state structure, and also in the role of the source of the law; as a matter of fact, such roles have always been performed by the state. It is shown in the article that this circumstance cardinally distinguishes the Russian mentality, emphasizes the specificity of socio-cultural characteristics of the Russian society at any stage of its historical development as
different from the Western tradition.
