Abstract
The work presents the concept and strategy of a new direction in the organization, management and development of the youth science and the personnel policy by means of motivation of the students of the junior and subsequent years to get involved in the scientific-research work from the position of system activity, competence-based and value-semantic approaches.The characteristics of the students are specified at the stage of their preparation for the future professional activity and continuing professional education.
