Abstract
The recent development of psycholinguistics and knowledge engineering allows us to construct a new approach to the process of building the language competence of the bilingual specialist. One of the major components of the speech activity is the translation activity which, according to our opinion, allows formation of new cognitive structures reflecting systemic links on the lexical, grammar and, most importantly, national and cultural level. The translation activity not only gives students the opportunity to discover new elements of cognitive experience but also establish intra-lingual and extra-lingual systemic links, which should become the basis for the language competence of the specialist.
