Abstract
The specific character of modern administrative reforms in German is that these reforms are realized with a large-scale constitutional reform of federalism. The constitutional reform influences to the central administrative authorities directly. The main course of reforms includes such spheres as legislation, civil service, budget and incomes distribution, education, preservation of the environment, and struggle against terrorism.
The distinctive feature of reforms is the change of local government system on the basis of the «new managerism» strategy and democracy of participation.
