Abstract
There is in the article an attempt to forecast the development of the Russian system of higher education for the nearest years, proceeding from the tendencies of demographic development of the country. The conclusion is made that, with the falling number of school graduates, the entire system will undergo an essential transformation. It will touch economy, the contents, and the organizational methods of the institutions of higher education. The question about the condition of the regional institutions of higher education, occupying a special place in political, social, and cultural life of the regions and republics of Siberia, is specially considered.
