This article explores the informational factors that influence education. The authors focus on the managerial aspects of education and analyze the factors based on modern information technologies, which play an essential role in the process of understanding the different concepts of national education development. The authors highlight not only the positive effects of information technologies in educational process, but show that information technologies influence the formation of new education management framework. Professionalism of graduates depends on this fact as well as their ideological installation. The authors conclude that information technologies optimize the management mechanisms in the educational system and create conditions for education globalization on new higher level.

The article raises issues of modern professional education in the Republic of Kazakhstan through the prism of competitiveness. It is emphasized that in the conditions of market relations, tough competition, professional education must meet the requirements of the time. Professional orientation is a guaranteed work tomorrow. The authors emphasize that a transition from a cost system to a contractual method is necessary, which will increase the level of motivation of students in choosing a profession and training, raise the ratings of universities, since the competitiveness of graduates depends on which higher education institution they graduate from. Attention is also drawn to the problems of consumerization of education, differentiation and integration of scientific knowledge, exteriorization, etc. The current content of the concept of “professional education” is opened, filling it with a new meaning caused by the development of new technologies and the widespread use of computer information technology. Today, vocational education is the most targeted way of socializing a person, since it involves not only obtaining general, secondary, higher education (bachelor’s, master’s), but also mastering the knowledge and skills of a particular profession.

TRADITIONS AND CULTURE IN DAILY LIFE OF THE CHINESE

The research aims at highlighting the specific traditions and culture in daily life of the Chinese society. The research was carried out by means of sociocultural and comparative approaches. The authors admit that for conducting global research on specific traditions and culture in daily life of the Chinese society it is necessary to have approval of the Chinese Government. Due to this fact, the authors used questionnaire and observation methods for collecting empirical data. Questionnaire method was used as structural interview in January 2016 before the Chinese New Year. The interview aimed at revealing the attitude of Chinese people to their traditions and culture and highlighting most typical elements of traditional culture in their daily life. Confucianism and lunar calendar are revealed as cultural dominants in modern culture of China. Confucianism as a spiritual tradition is supported by the Chinese Government. Confucianism contributes to ideology and spiritual values of modern China. Lunar calendar enhances the rhythm of the Chinese daily life. The respondents outlined lunar calendar and its derivatives (agricultural calendar and 12 zodiac signs) as the first one in ranging the elements of Chinese traditions and culture. Chinese culture is full of western assimilations, which are adapted to Chinese culture in order to fix there. In some cases, this process does not change the cultural sense of assimilating cultural element and rendered as an element of foreign culture. In other cases, adaptation is long and it changes the cultural sense of substitution. This results in the fact that this element becomes the element of Chinese culture. Traditions and culture remain the value core of national culture. Modern Chinese culture includes traditional culture, its transformation and western assimilations adopted in China. The authors speak about stratification of Chinese society on subcultures appeared on the basis of attitude to the values of traditions and culture. Modern Chinese culture is a new form of national culture that differs from traditional culture and assimilated one. The authors make a case that further investigation of modern Chinese culture is impossible without these peculiarities.

Education reform should be designed taking into account the achievements of pedagogical science, methodology of science and current educational practice by scientists-specialists of higher qualification through their participation. However, educational innovations are introduced without deep prognostic analysis on the effectiveness of students learning all the components of the content of education: cognitive, practical, creative, the experience of personal relationships and the final result of its development: the development of thinking, the formation of a modern scientific picture of the world, worldview, motives and values. The result of such reforms was a deterioration in the educational result of graduates of schools and university entrants. The reasons for this are the ignoring by innovators and reformers of the formation of the provisions of pedagogical science, the conclusions of the methodology of science, the opinions of the figures of the scientific pedagogical community, and the style of management of education that follows for many years corresponds to the odious scheme: the cart in front of the horse. The negative results of introduced innovations of the merging of school disciplines and the introduction of a new subject «The Basics of Religious Cultures and Secular Ethics» concerning the religious culture itself are projected.

The author analyzes the main aspects of rapprochement of academic studies and professional activities. The article accumulates the experience of foreign countries that have effective forms of practical interaction of the university with enterprises for solving the problems of integration between education and business. The article explores the problem of effective educational communication between a teacher and a student. The author analyzes national and foreign proceedings and highlights the growing interest of researchers to deeper investigation of the factors facilitating the process of didactic communication. At the same time, Psychology hasn’t investigated personal views of students about these factors. The research is based on the model of didactic communication that includes temporal and topological aspect (time and space of educational interaction), organizational, individual and reflexive ones. The author uses own methodic of questionnaire that reflects all structural components of didactic communication. The research focused on 3 groups of first-year students of Tsiolkovskiy Kaluga State University where average age was 18 years and the number of participants was 84 persons. The research reveals students’ views about the factors that favor and prevent didactic communication. The students prefer education interaction that have comfortable temporal and topological conditions, open communicative position of a student and his communicative initiative. The students prefer the forms of education interaction that are characterized by additional communication, availability of channels of knowledge transmitting and affective intension of didactic communication. The students do not prefer didactic communication that prevents communicative initiative of participants and worsens their interaction.

Further training is an essential element in education and training of students at technical universities. The article raises the problem of organization and implementation of lifelong learning in the system of education. The emerging contradiction between the requirements of modern society for a specialist and the existing real conditions for teaching students forced us to reorganize the process of teaching graphic courses by means of using the elements of further distance education. The authors consider the possibility of training correspondence students specialized in engineering and construction on graphic modules by means of distance learning and electronic educational system Moodle 3. The learning environment includes the educational and methodical complex of the module with the use of computer and Internet technologies, multimedia and a depository of exercises for students’ individual work. Students are trained remotely, on-the-job, that significantly improves the quality of the modules of the graphic area.

The role and value of physical culture in the system of modern Russian education has grown significantly. The author suggests to use the experience of FEFU and to share the offers or remarks on this subject.

Informatization of the society and integration processes, the need for professionals able to carry out professional activity in the global network, to improve their professional competence and to self-learn throughout life, lead to the change of educational paradigm, the increase in the activity of the learner, emphasizing independent work of students, the development of non-contact forms of training and transfer of training process in the Internet. Global educational space is accompanied by the emergence of risks of different nature, affecting the quality of education. The identification of potential educational risks, establishing their impact on the quality of training and subsequent pre-emption negative effects of be based on approach, which is a technology mediated management of educational processes. As one of the main forms of educational process, students individual work requires special attention to its quality. In modern conditions the implementation of the educational process the subject of students’ individual work there are huge arrays of information, and instrument processing - global network technology. The implementation of students’ individual work is accompanied by technological, organizational, methodological, communicative and health risks. Carried out pilot studies have confirmed the essence of independent work (information and research activities), the impact of the lack of time and personal disorganization on the quality of its performance (organizational risks), the need for pedagogical assistance (methodological risks) and the complexity of remote communication with the teacher (communicative risks). To ensure the quality of independent work of students proposed in the article: the management triad of interrelated management processes mediated pedagogical management, student government, joint management of students and teachers; designed with international standards of ISO system of quality management of independent work of students.

The transition to the modern educational paradigm suggests e-learning techniques implementation for both full-time and correspondence students in order to improve the quality of foreign language teaching. Nowadays Russian as well as foreign researchers draw a conclusion that the use of e-learning techniques improves learning results, helps to promote learner’s autonomy and gradually becomes an indispensable tool of foreign language teaching. Concerning foreign language teaching to correspondence students it is necessary to identify if the students themselves are knowledgeable about international standards of language learning and are ready to use CEFR level system assessment. Another issue worth noting is how the use of e-learning techniques can influence the students’ learning results. As a part of the research an experiment was set up to identify the CEFR level of correspondence students as well as the students’ ability and readiness to work on their own with the electronic component of the course. In conclusion, the authors highlight that without extrinsic motivation self-motivation (intrinsic motivation) taken separately is an insufficient factor for effective implementation of e-learning techniques as a way of improving the quality of foreign language education of correspondence students.

Further training of children represents unique sociocultural institute where innovative component is defined as one of prior problems of modern educational policy. The idea of target oriented training of teachers of a new formation for the system of further training has arisen and became a real call of time in connection with development of the program state document - «Concepts of children’s further training development till 2020» and also the professional standard «Further Training Teacher of Children and Adults» imposes new requirements to knowledge, abilities and labor actions of experts. Their readiness for use and creation of innovations, existence of skills of development of innovative projects and programs, participation in team building become key expectations from further training teachers. The change of the mission, functions and mechanisms of activity of the further training teacher demands creation of process of his vocational training according to the standards of the third generation in the form of through metasubject modules as systems of educational and research tasks and the professional focused projects. Results of design of the modular master program aimed at training of the additional education teachers capable to realize the modern educational programs focused on development of an initiative, independence and creativity of children are presented in article. Special attention is paid to the principles and logic of the organization of educational process, specifics of creation of the modu lar educational program and individual educational trajectories of students.

The article deals with the competences that are considered to be the key ones in respect to the framework of the general informatization of the society and the constant growth of the importance of information counteraction. The author indicates certain complexity when identifying the formation of competences in the system of higher military professional education and the necessity to develop a universal categorical apparatus for outlining the level of competence formation. In the conditions of information impact on the citizens of our state from the outside, it is necessary to be able to timely navigate the information flow, analyze the information received and transform it for further broadcast. Servicemen, performing a number of specific tasks to protect the interests of the state and society, are also subject to this influence. As the key competencies under consideration, the author singles out information and ICT competence. The article provides basic concepts in the field of information technology. Disclosing the notion of information competence indicates the presence in a number of studies of the erroneous interpretation of terms competence and competence. In the analysis of information competence two distinct positions are expressed clearly in the understanding of the content of the information competence itself, based on the analytical side of information and its technical way of obtaining and processing. The relationship between information competence and ICT competence is established, it is pointed out that in essence, ICT competence is an integral part of the broader in the sense of information competence and reflects the technical side of the search, processing and transmission of information The author gives a schematic relationship between these competencies and human competence. On the basis of the theoretical analysis carried out by the author, more precise definitions of information and ICT competence are given.

The article explains the significance of students’ competences development at technical university on the example of the module «Hydraulics and petroleum hydromechanics». The module is taught for BSc- students of the major «Oil and gas». The author speaks about the necessity of increasing students’ motivation to educational activity. The author describes the development of motivation criterion of professional competence. There are three levels of development: low, medium and high. The article analyses and describes the content of all three levels of motivational criterion development and examines the results of the survey to identify the level of motivation among the students of day and correspondence forms of training. Describes the applicable point-rating system, introduced in the educational process of the University and to enhance students ‘ motivation to learning activities.

The psychological analysis of the lesson is a complex procedure that makes it possible to investigate the psychological validity and expediency of the teacher’s actions, as well as to implement a more harmonious and successful design of lessons in the future. The subject of psychological research / reflection is the behavioral acts (acts and actions) of the teacher: the teacher, the teacher in the class, and the forms of activity of schoolchildren / students caused by them. There are following aspects of the analysis: 1. goal setting of the lesson and its design, 2. psychology of organizing the cognitive activity of students, 3. motivation of students’ learning activities and building relationships with them, 4. Style and other features of professional communication and didactic communication in general, 5. professional reflection. Despite the importance of cognitive, motivational and interactive aspects of actual interaction, professional reflection and goal setting of the specialist play the greatest role in the success of classes and design. The goal setting allows assessing the features of the educator’s skills in the field of design and construction, reflection - to influence the development of this knowledge and skills. The use of the E. Steinmetz scheme of psychological analysis of the training session allows future and working teachers to model a psychologically meaningful way of pedagogical interaction, in which not one is presented, but the system of components of psychological preparation for pedagogical activity. in their professional development and development, the student and teacher move from an analysis of the activities and actions of individual participants to a holistic picture of interaction, uniting their specific, positive and negative, greater or lesser contributions to the design, implementation and reflection of employment, and its various aspects: value- motivational, cognitive, communicative.

The article explores the peculiarities of the concepts «success» and «success rate». The author finds out that success and success rate are related notions by means of target-oriented activity on supporting success. The author highlights the main methodological approaches and technologies of success rate formation: neurolinguistics programming, axiological approach and benchmarking. The paper outlines the general conditions of success rate formation and suggests the methodology of practical implementation of personal success rate in higher education.
