The notion of «efficiency of credit investment» is considered, methods of evaluation of efficiency of credit mechanism offered by Russian scientists in 1970s are examined. Author’s method of credit mechanism performance at the level of the country is offered. The method consists of two stages. The first stage, express diagnostics, shows positive or negative efficiency of the mechanism. In the event of negative efficiency thorough evaluation is being held, inclusive of a wide range of criteria that makes it possible to define problem elements of the mechanism.

The paper studies the factors negatively affecting the process of accumulation of funds in the capital market. The author offers measures to neutralize the negative factors identified in order to create sustainable institutions accumulating surplus funds and invest in the latest economic modernization.
Specifics of goals and tasks of internal audit are considered; its types are defined. Differences between internal audit in the interest of managers of company and internal audit in the interest of owners are justified. Tasks of internal managerial audit and its specifics are defined.
The necessity for determination of a discount rate at the determination of investment projects efficiency arises often in the process of operation of business. The use of weighted average cost of capital is one of the options of determination of a discount rate. The article considers the possibility of use of Capital assets pricing model (CAPM) for small and medium businesses at the determination of price of equity capital; possible options of determination of model parameters with regard to specifics of the given economy sector are described.
The article classifies operational processes of company as random processes. The management of processes complies with the fundamental principle involving the determination of a certain limit of range of variability of the experimental variable for the evaluation of stability, performance and risk of their work. The paper suggests the definition of lower bound as a value of «breakeven point» and upper bound – as economically justifiable amount of liquid monetary funds. The algorithm and forms of cards of dynamic control of process are developed. An example of approbation of tools of stability evaluation, performance and risk is given.

The results of the statistical identification of actually formed socioeconomic types of population are considered; their scale and dynamics are compared. The results of the analytical structuring of population as a system of statistical indicators of evaluation of level and dynamics of differentiation are shown by the example of Novosibirsk Region in 2005–2011.
The paper suggests new classifications of services based on the informative features; examples are given for each identified classification group; the mechanism of value forming for consumer is shown.
The article justifies and demonstrates practical dependence of the innovation treatment of the management strategy of recessionary economic agent as a sequence (strategic chain) of simulated recovery, recovery-liquidation and liquidation bankruptcy proceedings and extrajudicial restructuring proceedings.
The analysis of state of economic safety of motor transport system of the Republic of Tadjikistan is presented; the dynamics of share of different means of transport during transportation of cargo and passengers is formulated.

The article describes service properties as a program unit and suggests considering aspects of its modeling via coloured Petri nets apparatus. For this purpose the service is presented as a finite set of operations with pre- and postconditions for activation. Each operation may participate in service compositions, and each composition may be recursively represented as an independent operation.
The article represents investigations of change in the amount of objective and subjective information in economic system. Analytical expressions for objective information gain in economic system at the implementation of technological innovations are obtained. It is found that the value of objective information gain depends on nature of introduced technological innovations and initial amount of objective information in economic system. The analytical expression that links the value of subjective information with profitability of primary activity is presented.

The article contains analysis of role and structure of institutional factors of creating a favourable investment climate in the developed economies, in the overtaking economies and in the developing economies. As a result of the comparison of different groups of economies there are made conclusions about peculiarities of role and structure of creating a favourable investment climate for each group of economies. For example, role of institutional factors of creating a favourable investment climate is the greatest in the developed economies.
The structure and content of tools of the monetary policy of the Central Bank of Mongolia are considered. The performance analysis of realization of the monetary policy of the Central Bank of Mongolia is carried out. Most and less affective inflation rate instruments are defined. Factors that impact the monetary policy of the Central Bank of Mongolia are revealed.
The article is devoted to study of absenteeism in the context of the Soviet electoral system formation of 1920s. On basis of archival, printing and statistical data author analyzes manifestations and main causes of mass population absenteeism in the early 1920s. We consider the attitude of the Bolsheviks in relation to the absenteeism of population as an indicator of the crisis of relations. Additionally we identify ways of the official response to absenteeism – from the cancellation of the elections and the democratization of the electoral system to the use of administrative resources.

The article describes the foresight project devoted to the analysis of basic trends experienced by modern man. The foresight in the first place suspects exposure of trends, scenarios of changes and new strategies of human behavior that lead to radical changes of his identity, emergence of new institutions of human habitation. Radical changes root in basic anthropological practice that is also to be revealed within the foresight. The project is conducted virtually for the first time. In general, foresights are devoted to future of technologies, science, society, education. This foresight suggests elaboration of new tools of research and engineering. The notion of foresight polyhedron that means forming of specific topos of the project, consisting of five basic frame constructions: elaboration of new ontology of man, generation of non-classical anthropological discourse, working out of foresight methodology, development of project tools, exposure of new projects in the form of new anthropological practice, is offered.

The article demonstrates that human rights category is adequate to the natural legal tradition in philosophy of law and can’t be proved rationally beyond it, since it enters a competition with existing legislative regulatives (notion of “legal rights”) and doctrines of positive law (with sovereignty impartibility concept). Human rights can be realized as suprapositive formation and thereby be destructive for constitutional system that guarantees them. Coordination of human rights with positive law is performed in the course of their interpretation as legitimate interests of person and its constitutional liberties.
