Abstract
The article examines the features of social and political factors of the development of civil activity in Russia, its role in political process of the Russian Federation. It examines the main values of Russian society, which provides several interconnected levels of civil participation with their inherent specific characteristics. Conclusions, made in the article, tell about the transformation of civil activity from the local level up to the protest and political participation in the period from 2005 to 2012, about the potential of forms of civil activity.
