The paper considers a comparative analysis of the structure of budget revenues of the city of Novosibirsk, both among other cities with a population of over one million in the Russian Federation, and among the municipalities of the Novosibirsk region. The structure of city budgets was assessed both from the point of view of their provision with tax and non-tax revenues received directly on the territory, and from the standpoint of dependence on transfers from the higher budget for the period 2011-2018. In addition, the possibility of the use of budget resources to identify the main areas of spending in large cities is analyzed. The fact of essential reduction of budgetary independence of the largest cities in the Russian Federation over the period of analysis considered is revealed.

In this study, we formulate proposals for group motivation of teaching staff, aimed at increasing the attractiveness of the main educational programs of higher education among various categories of applicants, as well as the safety of the contingent of students and employment of university graduates. The research topic is relevant both in terms of theoretical and practical understanding of new approaches to motivating university staff in solving problems that contribute to improving the quality and demand for basic educational services in the market of higher education.
The article studies the specifics of implementation of controlling in cultural sector companies. Hindering factors and grounds for implementation of the controlling system in cultural sector companies were revealed on the basis of the results of empiric studies. The instruments of operating and strategic controlling were considered. Scientific novelty of the study lies in revelation of the factors hindering implementation of the controlling system and setting of the controlling instruments for measurement of the performance efficiency of cultural sector companies.

The digitalization of the Russian economy entails the need to introduce information technologies into the construction industry. The scientific novelty of the research lies in the systematization of the existing experience in the application of innovations in Russia at all stages of the construction process, as well as in the development of the conceptual and categorical apparatus of the innovativeness of the investment and construction sphere. It is concluded that the use of innovations, nanotechnology and artificial intelligence improves the quality of the finished product, reduces the time and costs of construction.

Based on the study of the economic literature of Russian and foreign authors, the historical stages of the formation and development of internal audit are considered, the approaches of scientists to the periodization of internal audit are systematized, the strengths and weaknesses of various opinions are determined. The author revealed the content of the theories of the audit with the indication of their advantages and disadvantages, and justified the author’s opinion on the issue of the evolution of internal audit in the context of various criteria and organizational and management theories, the directions for the implementation of internal audit in the context of managerial theories are indicated.
Negative aspects in the practice of financing housing construction at the expense of citizens and legal entities led to the search for new methods of paying for housing construction in order to prevent the growth of long-term construction, the emergence of new defrauded equity holders. The article presents material on the implementation of project financing by developers of the Novosibirsk region through the use of escrow accounts. The uncertainty of the long-term prospects for the application of the existing method of financing housing construction, the lack of a firm position on the part of the government of the Russian Federation on alternative payment mechanisms are noted.

The article discusses the basic provisions of the theory of the digital economy, synthesizing the practical experience of its formation in Russian society. The new content of commodity-money relations, the leading role of intangible assets in it, the objective nature of the monopoly of electronic money, which have lost a number of its specific functions, and the transformation of monetary institutions into multi-disciplinary financial concerns are substantiated. It is proved the need to exclude individuals from the sphere of taxation and its focus on the fiscal accounting of intellectual, digital property and capital, to turn the budget into a financial instrument of redistribution of gross public product in favor of non-working citizens. The concept of a two-tier economy is introduced, in which the class of intermediaries parasitizing on its achievements is gradually eliminated.

The issue of development of expanded (open) model of economic performance, making it possible to account for the specifics of any country or region inclusive of internal and external factors, was considered. An expanded economy model is based on the core economy model containing the system of controlled parameters. Mathematical formulas of the models are presented. The study revealed the principle of the model construction and the way the system of controlled parameters in the expanded economy model makes it possible to «customize» the model against specific conditions of national, regional and sectorial economic performance.

The problem of reducing the number of observations for constructing a confidence interval of variance with a given degree of accuracy and reliability is considered. The new method of constructing an interval estimate of variance developed in the article is formulated by three statements and justified by four proven theorems. Formulas for calculating the required number of observations depending on the accuracy and reliability of the estimate are derived. The results of the calculations are presented in the table and shown in the diagram. The universality and effectiveness of this method is shown. The universality of the method lies in the fact that it is applicable to any laws of probability distribution, and not only for the normal law. The effectiveness of the developed method is justified by comparing its performance with other known methods.

A conclusion was drawn that the latest methods present the synthesis of experience and new realities of the development of noncommercial sector.

Consolidated taxonomic list of freshwater algae of the continental part of the south of the Far East Russia includes 2887 species (3646 species and intraspecies taxa) of 574 genera, 212 families, 96 orders, 29 classes and 11 divisions. The algal flora of the region is characterized as a rich and diverse complex of species from diff erent taxonomic groups, the divisions of Bacillariophyta and Charophyta are the most representative. Th e families Desmidiaceae , Euglenaceae , Naviculaceae , Pinnulariaceae and Bacillariaceae have leading places in the systematic structure of the flora. Leading genera are Cosmarium , Pinnularia , Staurastrum , Closterium and Navicula . A comparative analysis of the data with available published information from other regions was carried out. The freshwater algal fl ora of the southern part of the Far East has features of both northern and southern florae and occupies worthy place in terms of biodiversity and degree of study.
127 lichen species (71 epigeous species and 56 epiphytic species) were discovered in the south part of Regional Park “Numto”. Full inventory of lichen species is given. 12 lichen species were found only one time. Species from Cladoniaceae family prevail among epigeous lichens whereas species from Parmeliaceae family dominate among epiphytics.
Eighteen Sphagnum species belonging to the sections Acutifolia , Sphagnum and Cuspidata are identified in the moss cover of oligotrophic bogs developed on the surfaces of high sea terraces on the mainland coast of the Tatar Strait and the adjacent bogs of the Udyl-Kizinskaya Lowland. Data on the biological productivity of the two dominant species, Sphagnum fuscum and S. magellanicum , are given.
The article contains information about the type materials of 10 taxa of the genera Polygonum and Rumex ( Polygonaceae ), kept in M.G. Popov Herbarium of the Central Siberian Botanical Garden SB RAS (NSK). In collections 25 type specimens were found, including the 1 lectotype and 4 isolectotypes, 4 holotypes, 7 isotypes, and 9 paratypes. Typical specimens of Rumex ursinus Maximova saved in the Herbarium NS are cited. Two lectotypes, 2 holotypes and 1 isotype from Herbarium LE, as well as 17 samples from virtual collections of foreign herbariums are indicated. The type category is indicated, text of the original label and text of protologue are cited for each specimen.
Inter-population chromosomal polymorphism in medicinal plant Hedysarum neglectum ( Fabaceae family) was studied with the use of molecular cytogenetic markers. Our findings indicated the high variability of distribution patterns of clusters ribosomal RNA genes in chromosomes of H. neglectum plants collected from diff erent habitats.
Plant communities of Teletskiy ridge (the North-East Altai) were described. According to the ecological-phytocoenotic classification they represent five types of vegetation: tundra, forest, high grass, meadow, steppe; according to the floristic one they are included in seven classes: Loiseleurio-Vaccinietea , Vaccinio-Piceetea , Asaro-Abiete tea , Brachypodio-Betuletea , Mulgedio-Aconitetea , Molinio-Arrhenatheretea , Festuco-Brometea . Four new associations and one community were revealed. The altitudinal belt column includes two belts: forest-steppe and forest one. The forest belt vegetation prevails over the ridge. The forest-steppe belt has two subbelts: lower and upper; forest belt comprises three subbelts: the low subbelt of mixed forests, the central subbelt of dark coniferous forests and the upper subbelt.
List of plant species from ash ( Fraxinus sogdiana Bunge) forests on Boralday Mountains was completed based on four-years detailed research. Coenoflora analysis by taxonomical structure, life-form and ecological group composition, plants lifespan and eco-coenotic groups showed specific of recent forest conditions and their position in contemporary vegetation.

Ecological niches of common in Primorskii Krai (Far East of Russia) indigenous and adventive species are described. The stages of forming of realized ecological niches of the species in the transect from Khanka Lake (continental bioclimatic zone) to the Sea of Japan Coast (coastal bioclimatic zone) were revealed. Typology of species on the base of their invasiveness is proposed.

The results of the introduction into the climatic conditions of southern taiga of 203 species of herbaceous plants were analyzed. There was made evaluation of the statistical significance of the influence of the geographical distribution of species on prospectivity of their introduction and on its component indicators. The species with areals covering the natural zone, in which point of introduction is located, showed the best result, but only the diff erences between subtropical and tropical species, on the one hand, and the remaining groups of species, on the other hand, were statistically signifi cant. Seed reproduction, winter hardiness, the duration of existence of the species in the new environment are most highly dependent on the specificity of latitudinal and longitudinal spread. The size of the areal is not of great significance in cases where the areal of the species includes natural zone in which the introduction point is located. Th e intensification of the degree of continentality of the climate in the homeland of the species studied led to a significant decrease in the intensity of vegetative propagation and the increase in plant size under the conditions of introduction.

White-fruited rowans of subgenus Albocarmesinae McAllister have been cultivated at Peter the Great Botanic Garden of the Komarov Botanical Institute RAS (Saint-Petersburg, Russia) since 1951. There are 3 species of section Multijugae (Yu) McAllister in modern collection: Sorbus cashmiriana Hedl., S. eburnea McAll. and S. frutescens McAll., since 1999. Nowadays all of them produce fruits (since 2008). And since 2012 the seed reproduction of the second generation has been obtained and cultivated. They are quite winter hardy in local climatic conditions and are of exclusive interest for decorative gardening and city planting. Because they are apomicts, this is possible to propagate them in large scale by local seeds.
The complex V. incisa s. lato. has been considered. The distribution, morphological and reproductive features were analyzed. Based on this analysis V. incia s. str., hybrid forms and new species Viola ingolensis T. Elisafenko have been highlighted.
Not differences were detected in hermaphroditic and female individuals D. nutans L. in characteristics of seed productivity: the number of seeds per generative shoot is 144.8 ± 9.11 PCs. and 141.0 ± 12.63 PCs.; coeffi cient of seed productivity of 41.1 and 40.9 %; weight of 1000 seeds - 0.31 ± 0.006 g and 0.32 ± 0.005 g, respectively, for hermaphrodites and females. In the offspring of hermaphrodites in this population dominated by hermaphrodite individuals - 82.4 %, female - 8.4 %, transitive individuals - 9.2 %. In the offspring of females dominated by female individuals - 66.3 % , hermaphrodites - 17.5 %, transitive individuals - 16.2 %. The high reliability of the difference between hermaphrodites and females by sex distribution in the first generation offspring was established (Chi-square criterion 93.14, p < 0.001) . The ratio of individuals in the sexual structure of the initial population is 69.8 % hermaphrodite and 30.2 % female phenotypes. The phenotype frequency analysis of the fi rst generation offspring from hermaphrodite and female individuals at all possible crossings showed that the frequency of the female phenotype is 0.259.

The spatial structure of the leaf blade mesophyll of evergreen woody plant Nageia nagi (Thunb.) Kuntze ( Podocar paceae ) is considered. N. nagi leaves are dense, wide, with numerous parallel longitudinal veins. The cell organization of chlorenchyma was studied on transverse and longitudinal sections of leaf blades. The assimilation parenchyma is multi-layered, differentiated and consists of cells of a simple form. It is represented by palisade and spongy tissues, between which there are large elongated median cells across the leaf, or cells of an intermediate type, interacting with each other by small end surfaces. The palisade cells are cylindrical or cone-shaped forms, the cells of the spongy parenchyma differ mainly in size along the leaf, among them are narrow, thickened and close to globular. Hydraulic compartmentalization in the leaves of the N. nagi can be caused by the presence of three types of mesophyll cells. The considerable volume of chlorenchyma in the leaves is occupied with median cells, mainly through which water is transported from conducting bundles to the spongy layer and stomata located on the lower surface. The part of these cells can perform water reserving function. The spatial organisation of mesophyll of multinervate leaves N. nagi largely resembles of that in uninerved leaves of conifers with simple-shaped cells.

Basing on materials from the herbarium FRU (Institute of Biology of Kyrgyz National Academy of Sciences), the genus Psathyrostachys Nevski ( Poaceae ) was analyzed. Kyrgyz flora consist of four species of this genus: P . hyalantha (Rupr.) Tzvelev, P . juncea (Fisch.) Nevski, P . kronenburgii (Hack.) Nevski, P . lanuginosa (Trin.) Nevski. Synopsis of the genus is presented, with brief nomenclature citations and the key for identifi cation. The review is accompanied by illustrations - photos of spikelets and distribution maps of all species, with footnotes given when necessary. P . hy alantha was discovered in the territory of the Kyrgyz Republic for the fi rst time. The distribution of species in the territory of Kyrgyzstan is given according to phyto-geographical dividing, where inner areas are: Northern Kyrgyzstan, Issyk-Kul Lake basin, Central Tien Shan, Western Tien Shan, Cis-Ferganian regions, Inner Tien Shan, Alai Valley.
The peculiarities of the seasonal development of 35 perennial species (one dwarf semishrub and herbaceous polycarpics) of Western Transbaikalia were studied at the introduction in Novosibirsk. 13 groups were identifi ed according to the main rhythmological features: the time of spring regrowth, the beginning of flowering and the duration of the growing season. Most of the species belong to the most common phenorhythmotype of perennial in the forest-steppe of West Siberia such as long vegetating, with early or medium time of regrowth, early summer or summer flowering and winter dormant period. In the collection of ornamental plants of natural flora Transbaikalian perennials later recover in spring and later bloom. Of these, 15 species the most sustainable and durable are promising for culture.
Based on the analysis of literary sources, the main types of trichomes in the large tropical genus Begonia are identifi ed. These are monoserial and multiserial hairs of different structure, peltate scales, as well as a variety of glandular head hairs and peltate glands. As a result of generalization of published materials it has been established that the most common variants of non-glandular hairs in the genus Begonia are multicellular multiserial non-branching tri chomes and emergences. Branching (tree-like) hairs are less common and their presence is a diagnostic trait of a spe cies level for some Brazilian and East Asian begonias. As a result of aggregation of single trichomes more complex structures are formed. These are bunchy trichomes, clusters of multiserial trichomes and comb-shaped (or collar-shaped) scale-like structures. The article discusses the taxonomic and adaptive significance of pubescence traits.
Bibliography of botanical literature of Tyva given in the article encompasses the period from the end of the 19th to the beginning of the 21st century (from 1893 to 2018). The publications are dedicated to various botanical directions - geobotanical, ecological and floristc studies, taxonomic and systematic study of fungi, algae, lichens, sporophytes, gymnosperms and flowering plants. Works on karyology, resource evaluation and plant life conservation are presented full enough. For the first time electronic publications, addresses which we know are included. The article deals with the short history and main directions of study of the plant life of Tyva.
On April 19, 2018, in the Baikal Museum of the Irkutsk Scientifi c Centre SB RAS (Listvyanka, Irkutsk region, Russia) an inter-institutional scientific workshop was held. The workshop was dedicated to 125th anniversary of the outstanding botanist, Doctor of Sciences (Biology), Professor, Corresponding Member of the Ukrainian SSR Academy of Sciences Mikhail Grigorievich Popov (1893-1955). The workshop was attended by students, postgraduate students and researchers from four cities of Russia, as well as the closest relatives of M.G. Popov. Th e workshop presented six reports on important scientifi c issues identified by Mikhail Grigorievich, as well as two exhibitions and the presentation of a book devoted to the life, scientific and educational activities of M.G. Popov.
In the article the data on three new species of gasteromycetes and on four new species of agaricoid basidiomycetes of the Altai Republic is presented. Inocybe sambucina , Disciseda hyalothrix and Tulostoma nanum are marked by low density of species occurrences in Russia. The article discusses the morphological features of some species, date about locations of species, the characteristics of their ecology, their distribution in Russia and worldwide.
Data on Xanthophyta algae from reservoirs and watercourses of the Sabun River basin (West Siberia) were generalized and processed. At present there are 24 species, varieties and forms of algae in this division. Five species have been given for water objects of West Siberia for the first time. On the basis of original and literature data 28 species, varieties and forms of Xanthophyta algae were identified in the reservoirs and water courses of the natural park “Sibirskiye Uvaly”.
The system and synopsis of species of the genus Geranium , common in the Altai mountain country are given. Th e synopsis includes 21 species and 1 subspecies. The growth of 5 species ( G. rectum , G. saxatile , G. rotundifolium , G. schrenkianum , G. divaricatum ) and 1 subspecies ( G. transbaicalicum subsp. turczaninovii ) is confirmed in this area. Two new subsections - Albifl ora and Pseudosibirica - are described. Original keys to identify sections and species are composed. Nomenclature citation, data on typical samples, preferred habitats, regional distribution and general distribution are given for each species. Areas of most species are refi ned.
In this paper we present a list of type specimens of 8 taxa belonging to 6 genera of the Umbelliferae family that are stored in the M.G. Popov Herbarium in the Central Siberian Botanical Garden SB RAS (NSK). We list 11 type specimens, including 1 lectotype, 4 isolectotypes, 1 isotype, 4 syntypes and 1 epitype. Lectotype for name of Aegopodium alpestre Ledeb. var. latilobum Popov and epitype Dorema sabulosum Litv. were designated. Information about one holotypes, 7 isotypes, 4 lectotypes, 6 isolectotypes and 23 syntypes from Herbarium C, E, H, K, M, P, GH, JE, KW, MO, MW, LE, NY, TK, S-G, DAO, LECB, WIS are cited.
The species composition of family Boraginaceae in the flora of Kyrgyz Republic was specified as a result of a critical study of the Herbarium collections of LE, MW, FRU, AA, TAD, TASH, NSK, NS, TK, ALTB and published data. Species Eritrichium subjacquemontii Popov, Lappula duplicicarpa Pavlov, L. heteracantha (Ledeb.) Guerke, L. redowskii (Hornem.) Greene are identified for the first time in the fl ora of Kyrgyzstan. New locations of eight species from genera Eritrichium Schrad. ex Gaudin, Lappula Gilib., Lepechiniella Popov for phyto-geographical areas of Kyrgyzstan are given according to phyto-geographical dividing, adopted in the “Cadastre of Flora of Kyrgyzstan”, for two species herbarium samples are cited for the first time, the ranges of rare and relict species are specified. For each species, reference is made to the primary description and the main publications on the fl ora of Kyrgyzstan and adjacent territories, the original label of the new locations is cited, indicating the area and a reference to the storage location, general distribution information is given, diagnostic signs are discussed, and information on typical samples is cited.
The life form of Scutellaria sieversii in the conditions of the desert Chu-Ilyisk mountains was studied. Individuals develop as monocentric dwarf subshrubs. The structure of adult individuals is represented by plagiotropic, non-rooting composite bough axis, consisting of parts of system shoot formation. During development the individuals pass the following phases of morphogenesis: primal shoot (p-j) - primal bush (im-ss). Ontogenesis is simple, incomplete, characterized by rapid development in the pregenerative period, the longest life expectancy in the mature generative state, and rapid extinction in the postgenerative period, which leads to the absence of the senile state. The study of the ontogenetic structure of S. sieversii coenopopulation showed that self-regenerate of the population occurs only by seed. A centered type of spectrum is formed on the stony deserted slopes, which is determined by the peculiarities of the development of the species and the degree of mobility of the substrate.

The modern distribution of the relict species Eversmannia subspinosa (Fisch. ex DC.) B. Fedtsch. is characterized. The possible tertiary relics of the flora of salt-dome hills of the Northern Caspian as a part of the floristic suite of Eversmannia subspinosa of are given.
Phytochemical characteristic of an elevated part of plants Monarda fi stulosa L. which is grown up in the conditions of a forest-steppe zone of Western Siberia during the vegetative period is presented. Results of studying of content and dynamic some groups of phenolic cоmpounds (flavonoids and tannins), terpenoid cоmpounds (saponins and carotenoids) and polysacharides (pectinaceous substances - pectins and protopectins) are shown. It is recommended to use an elevated part of a bee balm as medicinal raw materials of versatile action.

Reliable data on the contents of 20 elements in different organs of plants of seven species of the genus Dasiphora , Соmarum , Sibireae , Caragana and Myricaria were obtained for the first time. The highest accumulation of macro- and microelements is typical of the representatives of Caragana of the Fabaceae family. The lowest content was recorded in the stems of Sibireae and Dasiphora ( Rosaceae ), and Myricaria ( Tamaricaceae ). Trace in the stems of Co marum salesovianum is distinguished by an increased accumulation of compared with shrubs, with the exception of Caragana pygmaea subsp. altaica . The amount of elements in leaves and stems of plants - Br, Y, Mo, Nb, Zr, Ti, Rb, Co, Sr, Fe, Ni and V and additionally in stems Mn, Ca, Cr and As varies within a wide range ( С max/ C min > 5), Cr, As, Ca, Zn, Cu, K in leaves and Pb, Zn, K in stems - within a middle range (2.5 ≤ С max/ C min ≤ 5), in leaves of plants Pb, in stems Cu - within small (1.5 ≤ С max/ C min ≤ 2.5) and in leaves of plants Mn with very small ( С max/ C min ≤ 1.5) range.
