Numerical methods for solving 3D mixed boundary-value problems for a Helmholtz complex equation describing electromagnetic fields with the time-harmonic dependence are presented. Divergence-free barycentric finite volume approximations on tetrahedral grids are proposed. Computation of the local balance matrices and assembling of the global matrix are based on element-by-element technologies. A preconditioned semi-conjugate residual method is described for iterative solving the resulting real system of linear algebraic equations with a nonsymmetric sparse high-order matrix. Results of numerical experiments for a series of model problems on a sequence of refined grids are presented. The results demonstrate the second-order accuracy of the grid solutions and the high convergence rate of the iterative processes

A new approach to the method of iterations on subdomains without intersection is proposed. Its distinction is that the Dirichlet condition is established at the boundary at all iterations on subdomains. The convergence of the approach is numerically analyzed using an example of solving a model problem.
The finite volume method is considered for numerical solving the one-dimensional horizontal unstationary problem of drying a homogeneous layer of mowed grass in the Cartesian coordinate system. The time derivative is discretized by the parametric scheme and the nonlinear algebraic system is solved by the iterative under-relaxation method. The second-order convergence of the method is illustrated by results of numerical experiments
The paper opens a series of works on presentation and philosophical-methodological analysis of problems of formation and development of basic ideas in cosmology, quantum mechanics and high energy physics. These ideas resulted in modern models of quantum gravitation which are crucial for comprehension of nature of beginnings and development of the Universe. The study of these problems begins with an account of quite commonly accepted cosmological ideas (there is a great number of speculations about these ideas, e.g. the so called anthropic principle, which make the problems obscure in many respects, lead to pseudo-scientific discourse) - and it is the main task of the paper.
The author treats philosophy as an activity directed to overcome the mundane world of words, things and circumstances. The communicative aspect of this activity gives rise to metaphysics of Another. Another
The aim of the paper is to give a systematic description of the modern naturalism and an outline of its criticism. The paper contains a brief review of main directions in modern naturalism, a classification of kinds of naturalism, an exposition of the foundations of anti-naturalistic position, and a brief description of the general criticism of naturalism. The main conclusion is that the problems of naturalism arise from an insufficient substantiation of its position.
The paper deals with the problem of the status and historical role of the Ancient Egyptian protoscience in the field of mathematics and astronomy. Multiple references of the ancient writers about the high level of the development of these sciences in ancient Egypt are taken into account. It is shown that the information from the ancient sources about the Egyptian mathematics and astronomy obviously contradicts the modern historical data, based on the accessible Egyptian original sources.
The article deals with the vital questions of demarcation between social-philosophical and sociological areas of knowledge, and, therefore, between their subject matters.
The article is addressed to specialists in the fields of social philosophy and sociology, and also to a wide circle of those who are interested in the problem.

The author analyses the evolution of interethnic relations in the Republic of Khakassia using the results of sociological research of 1994, 1996, 2003 and 2005. Although these relations are relatively stable, the author notes signs of latent tension. About one-third of the representatives of the most numerous national groups in the Republic (Russians and the Khakass) express discontent with the existing national policy. While in the past this dissatisfaction used to be expressed mostly by the Khakass, now it is also true of Russians. Both groups feel enmity to the so-called new diasporas (migrants from the Caucasian, Central Asian republics and China).
The paper is aimed to substantiate the axiomatizability of civilistic justice for judgments, which does not concede the denial of resolution of law variance on account of absence of needed norms in the law. The problem is solved by appealing to law and normative analogy.
The paper attempts to provide the genetic analysis of the process of the forming of legal system. It considers the problematic situation in Russian legal science concerning the problems of the conceptual grounds and theoretical methodological aspects of the forming of legal system. The author suggests a new methodological approach, which makes it possible to analyze the internal logic of self-determination of the legal system and its system features.
The paper attempts to investigate the general features and structure of the comparative method in constitutional legal science. The author considers the historical and theoretical context of the formation of comparative legal researches in Russian legal thought. The author concludes that the comparative method in modern constitutionalism becomes the most effective methodological tool of researching of the state and legal reality.
The article considers the sources of legal regulation of investment activity. It is stated that they belong to basic branches of Russian legislation, which regulate relations with any person (lex generalis), as well as special laws, which regulate the investment activity (lex specialis). These acts are proposed to be named as

The necessity to improve the housing conditions of the citizens caused the emergence of the new legal instituti-ons; among them is the building in shares, which permits to solve the problems in the building sphere. Before the adoption of the law which regulates the participation in the building in shares, the legal regulation was performed quite feebly. After the adoption of the law the situation has changed dramatically, because the concept of the treaty of participation in the building in shares, its essential conditions, rights and obligations of its subjects, and an obligatory state registration of the treaty were fixed. Other issues of the legal regulation in the building in shares were fixed too. The goal of this article is to bring into light the most problematic and disputable questions of the treaty under consideration for their fastest resolving.
The aim of the article is to evaluate the effectiveness of functioning of the institute of transfer of subsoil rights from the standpoint of the last legal reforms in the mining sector.

It is hard to imagine a modern economic turn without a securities market. Great number of subjects in economic turn put their incomes into the securities, thus participating in the acquiring and emission.
This article is devoted to the mechanism of the restoration of rights under the lost securities, and problems which are often dealt with by the persons of interest.
The goal of this article is to offer a simplified method of solving the problems, maximizing the individualization of each security, and abridgment the terms of such legal procedure.

In the article, the subsidiary enterprises connected with building of the Trans-Siberian railway are characterized. Such enterprises were realized under direct leadership of the Committee of the Siberian railway. The Committee was created in 1892. Minister of Finance Sergei Yulievich Witte initiated the appropriate fund creation and elaboration of the programme providing for the necessity of the Siberian industry strengthening, organization of settling of the territories adjacent to the road, as well as development of the system of steamship communications. The analysis of the document shows that this concept is based on the ideas of not only regional scale but also the State one.
The author examines problems of the State control of labour market by anti-Bolshevist governments of the East of Siberia. His analysis is based on legislative statements, materials of periodic press and clerical work documents of central and local archives. Such analysis allows to conclude that one must search for the reason of poorly effective measures of the anti-Bolshevist governments in the sphere of life conditions of working population, and mainly, in objective economic tendencies, for the staff reduction of workers and the level of their average earnings cut are the inevitable consequence of the economic recession. Obviously anti-Bolshevist governments were not as effective as the Soviet power in their efforts to mobilize working people for attaining victory in the Civil War.
