The paper considers issues concerning the techniques allowing correct assessment of how effective the regional and municipal authorities operate. We present our general considerations whether such assessments could be applicable for more detailed matters of evaluation - such as separate duties or powers - and to what degree they really influence the parameters of local situations under the context of existing resources and all-out dependence on national policies, law, and etc. We criticize both current assessment techniques and practices of distribution and redistribution of regional and local powers. We also show the problems and possibilities of applying the results of pollings to the operation of authorities.

The paper analyzes the economic aspects of tax evasion among sole proprietors. We identify what specifics of individual entrepreneurship may determine such evasion, and we show a scale of tax evasion observed in the Irkutsk Oblast. To reduce such evasion, we present our recommendations on taxation improvements.
The paper analyzes the dynamics and regional structure of taxes paid by the Siberian Federal District in 2004-2008. We show that regional differentiation of the tax indices per capita observed at the stage of economic growth proved to be stable (except a shock of 2006), and therefore, a type of the regional development should be regarded as neutral. We can conclude that Siberian regions overcome the crises much faster that the country in whole.
We identify and analyze objectives and indicators of a regional birthrate policy as well as experience of the Russian regions in building managerial and legal grounds of this policy. We can conclude that there is a need to harmonize the arrangements made at the national and regional levels in this sphere.
We analyze the topical issues of mutual influence of the economy and population ageing taken place in the Russian regions. We formulate the basic arrangements the government should make towards the elderly people in the context of economic globalization and an increased influence of economic factors on the shifting age structure of the population.
We identify a notion of an electronic waiting list. We show what advantages one would possess applying modern information technologies for waiting list management to customer service systems, and what barriers impede the progress of an electronic waiting list market in Russia. We assess the perspectives of applying such electronic waiting lists by organizations having mass and complicated customer flows. We also calculate an optimal number of providers and a cost-loss ratio on which one could be oriented in building customer service systems. An operating mode of such customer service systems could be regarded optimal if total time inputs of both providers and customers are minimal over a certain time period.
Presenting the economic-mathematical estimation of innovation activity taken place in the subjects of the Russian Federation, the author shows that both innovation space and innovation activity in the Russian regions proved to be heterogeneous.
The paper describes the problems and contradictions of the current techniques for assessing effectiveness of regional bodies of executive authority. We show that such techniques allow introducing new instruments for regional support, on the one hand, and do not allow the monitoring of regional changes, on the other hand. We present our proposals on how to improve the techniques.

The paper analyzes how the regions of the Siberian Federal District implement the administrative reform, and what shortcomings and problems are observed in providing public and municipal services at the level of the units of the Russian Federation. The paper shows, applying data concerning the Novosibirsk Oblast, what mechanisms a concept the Russian administrative reform provided for to implement each area of this reform. We also show the problems which impede the reform progress in regions. In our opinion, a sectoral approach to assess the efficiency of governmental expenditures for health care and education made in regions proved to be ineffective, and we present our considerations on how to improve this.
The paper analyzes the strategic planning practiced by municipalities. We show and assess what risk factors are if municipal strategic plans would be developed and applied. We offer our approach which allows foreseeing the risks and reliability of municipal strategic planning.
The paper offers a technique to assess regional appreciations in a multi-regional socio-economic system. This technique is based on the specially prepared arrays of regional indicators. Empirical estimations are calculated for federal districts and 30 macro-regions of Russia. We present our recommendations on applying this technique to make predictive calculations of how the special structure of the Russian economy could develop.
In the article there is analyzed the established situation in the sphere of social and humanitarian education. The article considers some factors affecting the distinguishing features of adult education in the information society at its beginning stage. The author emphasizes the interrelations between the teaching and the learning of the adults. The article demonstrates how complicated the process of adult education can be, how much depends upon the personal readiness of the student and the teacher to interact, how their social roles transform and what incentives could be effectively used.
In the article there is considered the significance of education in the process of the student's identity formation, there is shown the necessity of goal-oriented influence of the educational medium on the formation of the student's personality. There are analyzed in detail the approaches to definition of the identity notion. The author indicates the influence of difficult socio-economic conditions, constantly changing external demands to the person on his/her identity formation in the youth period. There are considered in detail the ways of identity formation, the role of educational medium in this process, as well as the specificities and stages of preventive treatment of the identity crisis.
In this article the educational interests of students' youth as a foundation of the public opinion formation are considered. The author studies the specificity of the students' political interests in modern Russia, basic concerns and hopes which are typical to the youth. The article is written on the basis of analysis of materials from the author's research among the students of the institutes of higher education in Novosibirsk.
The article is devoted to the analysis of both domestic and foreign approaches to the formation of the system of information competencies. The terminological apparatus used in modern scientific literature has been reviewed and the content of the «information competence» notion has been clarified in the article. Thus, the authors propose a system of information competencies necessary for the formation of information culture and characterize the conditions of formation of these information competencies that allow carrying out successful work in the information space.
The author analyzes the reasons for the low level of development of civil consciousness of the major part of youth in modern Russia and substantiates the need for changes in the educational policy, which should be directed to formation of active civil position of the creative, enterprising personality. Achieving this goal requires a new approach to the education process. The author reveals the benefits of the synergetic approach, concludes that learning should be organized in the mode of self-organization; priority should be given to the method of nonlinear dialogue, the most effective technology for which is moderation.

The author examines the connections between political system and the content of education policy for manager training. The author analyzes the specificities of organization and legal regulation of professional training for the state and municipal service in modern Russia. In the article the characteristic features of the mechanism of professional training are characterized; there are revealed the benefits and shortcomings of the management of professional training; there are substantiated some proposals for the formation of the state and municipal service administration, coordination of professional training, conditions of realization of the basic educational programs.
Modernization of the current professional education demands the usage of active teaching technology in the education process. Before the system of professional education there are set the tasks of not only helping students to master knowledge and to form the skills, but also to develop creative and communicative abilities of the person, to form individual approach to the arising problem. The solution of the mentioned problem demanded the development of a project-based technology of teaching, helping the student to obtain necessary competencies. In the article the author introduces the basic ideas of a project-based technology of teaching on the basis of cooperation of population, authorities, business and education system.
In the article there are considered some of the current problems in distance learning associated with the specificity of the organization of the education process and the creation of modern resources for education. Distance education is characterized as a modern form of correspondence learning based on new information technologies and multi-media systems. As exemplified by the growth of distance learning in the Siberian Academy of Public Administration, the author traces the evolution of educational resources for the study of Russian language and speech culture: from instructional materials that were realized in the case-technology to more up-to-date electronic academic materials being used in the network technology of distance learning.
The main goal of the article is to discuss new methods in conducting the electronic seminars, being one of the major components in distance learning. The characteristics of electronic seminars and the main problems arising from them are considered. In addition, some ideas for improvement in the methodology of electronic seminars are proposed. The common goal of these proposals is to generate teamwork during the electronic seminars and to make them resemble classical seminars as they exist in regular education. The conditions necessary to make a transition to new forms of electronic seminars are herein outlined.
For public authorities and local government, introduction of technology of remote training has opened additional possibilities of increasing the level of professional skills of their cadres. Civil servants have got the opportunity to be trained without coming off their professional work. Development of remote educational technology (PILLBOX) has transformed it to a significant tool of andragogics, with its own conceptual apparatus and principles. In practice, the PILLBOX gives rise to many problems, in particular, the methodical ones which have induced the author to share the revealed problems and possibilities.

The author analyses the content and meanings of the innovative development of legal culture at the present stage. He also considers the influence of the contemporary federal educational standards of higher professional education and passed federal laws on the development of legal culture of Russian society. In the article, different viewpoints of Russian scientists on the content of legal culture of lawyers as its concrete bearers are researched and compared. The ways of innovative development of the students' legal culture are indicated. Thus, there is substantiated the statement that innovative development of legal culture of Russian society depends on the activity of legislative authorities, educational structures and the legal communities themselves.
The task of the article is to show the importance of foreign language teaching in the construction of ethnic and cultural identities and how these identities can be observed through the language. The construction of the European Higher Education Area (EHEA) has shaped university policies in European countries over the last few years. Education is seen as the basic factor in achieving social inclusion and progress in society at any level; hence the emphasis on the idea that universities should be closely connected with the market and employment. Training in competences has become a main feature in what is now a new educational approach. In this article, we would like to criticise some aspects of the Competence Model typical of the Bologna Process and, in presenting the results of a research work carried out among Education university students and lecturers in Spain, we argue in favour of Philosophy of Education as a kind of practical knowledge that is unfortunately often absent from the curriculum of Educational Studies and Teachers training.
With the high speed of globalization, more and more ideas about how to achieve social reform are arriving in China from the West. There is controversy in China about whether people should remain faithful to Confucian philosophy of moral education with its filial piety principle or whether to follow the trend of globalization, entailing taking a new and critical look at this principle, which could result in its revision, if not its demise.
The paper addresses the issue of theory, praxis and poiйsis as manifestations of human activity and as sources of its further modifications. It deals with the application of this concept of human activity in the teaching profession. Therefore, the focus is on the most important anthropina as indispensable constants in the concept of the teaching profession. On the ground of the ethical analysis of the current situation of the world as well as that of a human being, we look for the bases of teachers‰ professional ethics. Contemporary scholars point out the substantial connection between education and meaningful co-being, which should become a field for dialogue. It is necessary to make sure that live communication is not pushed out by parallel monologues and that those models of thinking are not expanding, which could lead to obstacles to understanding and interpretation mistakes, and which are related especially to the instant knowledge and information technology reductionism. We also deal with the shift in the notion of teaching and of the dimensions of the teaching profession. More and more widespread is the notion of the model of a so called broad profession. A teacher is a specialist whose role is to facilitate the learning process and to create friendly conditions and challenging opportunities to release the pupils / studentsґ potential. These moments can also be seen when incorporating information and communication technologies into the process of education and self-education. Implementation of ICT into tuition and creation of virtual learning environments are essential moments in the development of educational projects. The paper also deals with the axiological and ethical dimensions of the virtual learning environment. The outcome from the issue in focus is formulated in the reflection on e-learning as an educational strategy, on one hand, and as a cultural phenomenon on the other. The article closes with an outline of a structural framework of teachersґ code of ethics.

In the paper the development model of Russian and American education on the example of elite schools' formation is analyzed. The differences connected with national historical traditions, mentality, economic and political structures of these countries, mobilization or innovative types of development are considered. A special attention is paid to the fact that, although the models of Russian and American education were initially opposed, similar problems are observed there which showed the most severe crisis of national educational systems. The conclusion and the author's suggestions are made about the state policy of Russia in the field of elite education.
The present article «Philosophy of Naming» attempts to describe the system that structures the choice criteria and personal names selection in various cultures and ethnic groups. In order to build up such structure it is necessary to refer to various language elements and conduct the analysis of its units and cultural signs - personal names, applying the methodology of such scientific areas as philosophy, semiotics, linguistics, culturology, etc. While working on the topic and with the material we were able to single out several groups based on the main naming principle: attribution to a particular ethnic group, relevance to the worldwide events, giving name to the outstanding objects, and the name change after death.
