The article presents the factors that have been influencing the formation and development of the Public and municipal administration speciality and the Siberian Academy of Public Administration for the last 20 years. There are marked the quantitative changes in the training system of the Russian higher educational institutions and outlined the history and evolution of the existing system of training for the state and municipal service and the existing problems.

The person is the core of innovative economy. It is exactly his/her intelligence that creates profit today. Several types of specialists participate in the innovative process and each of them should have the corresponding training. Only in this case they can accurately fulfill their functional obligations and the process itself will be complete by creation and introduction of successful innovation into the market. The innovative economy is impossible without innovative education. And, in its turn, it should be based on a powerful philosophical and methodological base.

The author of the article raises a very important problem connected with the specific character of the modernization process in Russia. She offers her own interpretation of this phenomenon. The modern modernization is being discussed, which is conditioned by the fact that Russia is still developing in the organizational and content-wise aspects, but already as a super-ethnic formation which is represented by the Russian people. This means that the wholeness of modernization can be conditioned only by being in accord with this formation.  As an example, confirming the conclusion, the author considers the role of education in the process of transition to the organic modernization and offers for consideration a National educational doctrine of Russia.

There is discussed a question in what sense it is possible to ascribe the status of existence to the society. One possible interpretation of the concept of the social is presented. It is shown that this concept in the processes of social cognition occupies a place which is similar to the place, occupied by the notion of matter in the natural-scientific world picture.  The opinions about the death of society, being present in the contemporary sociology, testify to poor understanding of the scopes of philosophy and science. The necessity of forming a scientific picture of the social world is substantiated, and the ways of such formation is presented.

E-learning entails not only positive opportunities, but also some rarely considered dangerous negative tendencies in the education system. They manifest themselves in the conditions of consumerism and the mass-media influence.  The quality of education in terms of e-learning as a model of new education in the era of information society is considered. In the article a special attention is paid to the question of methodological correction of not only epistemological but also axiological principles of the computer-based systems of education.

Establishing the hi-tech parks, business incubators and small innovative enterprises (SIE) on the basis of higher educational institutions is one of the main forms of their incorporation into the regional innovative systems and a significant tool of the human capital development. Though the institutional conditions for innovative structures of the higher education institutions are being provided, there are a lot of open questions in this sphere. Based on generalization of the experience of establishing business incubators and SIE in Russian regions, the author's research and expert views, there are proposed the directions of improvement of the regulation of activity of the innovative structures of the higher education institutions.

In the article there is considered the mission of the higher vocational training, the typology of reflexive thinking in the context of vocational training. The author analyses the methodological bases of the types of reflexive thinking of the professional and formulates the directions of their development in the process of professional formation of the person.

The author analyses the practice of training of public servants for a multicultural society, using the example of modern Russia. There are two approaches to multicultural policy in the sphere of public administration. First, the public administration should be realized in the framework of the legislative system. That means that profound research of international legislation in this sphere by future public servants is important. Second, special training of the public servant in the sphere of intercultural relations is needed.

The author presents the basic contradictions of the expert activity in the system of education and analyzes the construction of its theoretical foundations. The article examines the specificity of the system of expert activity, shows the relationship between the diversity of the managing and controlled subsystems of the expertise, and presents an analysis of the problems of the educational system expertise. There are described the main groups of research to synthesize the experience of the control of analytical activity, leading to the construction of an expertise system of the educational systems.

The article is devoted to the formation of competitive environment in the market of educational services of higher professional education, especially its structural organization and functioning.  There is distinguished a group of problems, pointing to the anti-competition acts and the actions of the authorities, which violate the basic provisions of the Russian Federation Law On the protection of competition as regarded to the market of educational services. The possible ways of their neutralization are outlined.

The author analyzes and classifies the current approaches to the concept of management culture, and formulates her own definition of it from the positions of the sociology of management. The article considers the objective and subjective components of the management culture, which influence the efficiency of the educational institution functioning: the leadership style, the specific character of organization and the characteristic features of the staff. A special attention is paid to the problems of management in higher educational institutions in terms of transition to the market economy and reformation of educational system.

The authors analyze the methodological features of assessment of the student's leadership competencies during their studies and preparation to the future managerial activities. The results of the socio-psychological research of the first year students of the Siberian Academy of Public Administration are presented. These results were obtained by comparative analysis of the individual student's self-assessment of their leadership competencies and the outcomes of individual psychological testing of working styles according to I. Adizes' Leadership Model. The analysis shows that many first year students do have high leadership potential and abilities, but have very vague understanding of the basis of managerial competence in general and the competence of public administrators in particular.

The article is devoted to modern understanding of the phenomenon of social accountability of the higher education institution. There is considered topicality of achieving the social accountability in the conditions of the higher education reforms. The specificity of social accountability of the higher education institution is revealed, the ways of its realization are described. There are analyzed the approaches to realization of social accountability of the Siberian and Far Eastern higher education institutions.

The authors analyze the practice of the Russian regions and municipalities in the field of increasing the efficiency of budget expenditures in the educational sphere. Some variants of actions to carry out this task are considered. A short characteristic of the stages and the problem points of their realization is given. A mechanism of financial provision of performing the government contractual works by the educational organizations is described.

The author analyses the administrative regulations of provision of the educational public services at the level of the Russian Federation regions, its maintenance, main problem of its developing and implementation. The problems of the normative control of the public service regulation are investigated in the article. Also, there are made proposals to the legislation enhancement and optimization of provision of the educational public services.

The article is devoted to an innovative modern management training course developed using cybernetic modeling, a description of components of the research object, and the design of the system management of the social-type objects. The training program allows building competencies and teaching students to model the management process for the research object and to be able to transform their knowledge and skills to manage unknown objects and situations. Using some index characteristics, students will be able to determine the state, the development level of the organization and work out the managerial solutions aimed at further development of the research object. The innovative course Management of social-economic objects and processes includes the creation and public presentation of a course work, and also the testing of theoretical knowledge.

The article reflects the authors' opinion about the current state of the system of higher education in Russia. The article describes the paradoxicality and ambiguity of the higher education structure and the main features that affect the quality of training. In addition, the article suggests the author's view on the prospects of higher education in Russia in the near future. The main thesis is the position of the emergence of the corporate higher education institutions as an alternative to the existing system of higher education in Russia.

The article investigates the technique of distinguishing the competencies of the higher education teacher. It describes the results of a study, based on which a model of competencies of the teachers of higher education has been created.  The factor analysis by large factors has been used to create the model. There have been obtained five key competencies. A method has been developed for determining an integral index of effectiveness of the higher education teacher based on the calculation of individual competencies and their components with some weights for the blocks. In the future this model can become a tool to assess the professionalism of the teaching staff.

The article presents an analysis of research in the framework of the Bologna process. As a result, there are indicated the key competencies which the specialists have to possess. The conception of a professional standard of activity is given and analyzed, which describes, in modern understanding, the qualifications of the specialist in terms of competencies. Theoretical possibilities of using the training technologies in the formation of professional competencies of the subjects of education are considered.

The goal of the research is to correlate the organizational culture of the higher education institution and the quality of professional education. The author analyzes various conceptions concerning the education quality, correlates the elements of organizational culture and the elements of the professional education quality. Also in the article there is carried out a research of perception by the staff and students of the higher education institution, its organizational culture, and their degree of satisfaction with the professional education quality in some higher education institution of Novosibirsk.

The article is devoted to the description of the experience of training specialists at the Siberian Academy of Public Administration at the Department of State and Municipal Management through academic and extra-curricular work with the students. The purpose of the article is to understand the principles, approaches and methods in the training of modern innovative personnel for the region and city of Novosibirsk. There is presented an efficient, from the point of view of the author, technology of engagement of the students into the activity of realization of social projects during the studying of special academic disciplines.

The article deals with the questions concerning the need to create and develop the systems of evaluation of the quality of teacher's activity. There are analyzed the contexts, indicators and approaches for assessing the quality of teacher's activity in the contemporary conditions of reforming the education system. There are discussed the issues of evaluation of teachers by the consumers of educational services; the study reveals the characteristics which are most important from their point of view. There are discussed the basic characteristics and indicators of the quality assessment of the teacher taking into account the opinions of students.

The purpose of the article is to review the institutional capabilities of soft incorporation of the quality management system into the educational activities of the higher education institution.
The main topic of the article is the analysis of the conditions that must be created at the higher education institution in order for the quality management system to become a powerful tool aimed at achieving the mission of this institution and the goals of improving the quality of vocational education. The article describes the advantages of an evolutionary approach to the creation of a quality management system at the higher education institution, provides an assessment of the most essential conditions that define the capabilities of its sustainable development, and reveals certain patterns of its harmonious integration into the higher education environment.

The article discusses the necessity to elaborate the didactic bases for the competency-based upgrade of the professional training system for the municipal personnel. The author reveals the features of the competence-based model of the municipal service specialist, justifies the principles of realization of the competence-oriented professional training programs. Moreover, the article describes the analysis and results of the innovative experience in implementing the competence-oriented programs for additional professional training of the municipal personnel.

In the article there are considered the questions of organization and management of cognitive and creative activities of students, in the course of which there is formed and developed the system of professional competencies in the Economy direction of training. There is analyzed the specificity of formation of individual educational trajectories of students on the basis of convergence of economic disciplines and application of interdisciplinary competence-oriented educational methods. There are proposed the ways to incorporate the intellectual activity of students into different types of educational activity due to integration of the traditional pedagogical and electronic-informational educational technologies.

In the article there are revealed the specificities of formation of the professional competence of the marketing specialists for their working in the economy of a new type, the service economy. The author analyses the historical changes in the character and orientation of the postindustrial society, connected with the management paradigms change and refocusing of the material production to rendering of services. In the article the professional competencies of the specialist in economy (particularly, the specialist in marketing) are studied. Also there are outlined the competencies related to the Marketing program training within the framework of the federal educational standard of higher professional education.

The article aims to identify the key competencies of the financial manager in the context of modernization of the Russian education system. The author examines the competency model used in the training of managers, conducts analysis of the factors and trends affecting the change in the objectives and content of the financial service in organizations. The article presents a model of competencies of the financial manager, developed by the author in the context of modern requirements for financial management, allowing realizing the competence approach in the process of transition to new educational standards.

This article is devoted to the problem of the linguistic competence formation of the higher education students. The contemporary communicative situation dictates the necessity of Russian language and Speech culture training, using the example of new functional speech models. On the basis of a theory about the exemplary speech qualities, there are considered the typical cases of communicative failures and the ways of elimination of speech mistakes on the example of the advertising discourse

The article views purposes and conditions for development of students' communicative competence in educational environment of present day high school. It substantiates the necessity of interactive introduction of students in educational process by way of its specific organization, analyzes prospects of innovative educational technologies applications to develop communicative competencе of future specialists. Particular attention is given to specific character of professional communication in the sphere of civil service and nature of students' training for communicative-speech activities of the relevant profile.

The article offers a comparative analysis of the civil educational systems and their relation to socialization in the contemporary Russia and the USA. The study is based on the research of leading scientists as well as the author's perspective. The evidence and data are drawn from the current methods and practices in the respective countries, highlighting the increasingly influential role of civil education in modern societies.

For the synthesis of palladium acetate [Pd(CH₃COO)₂]₃ as example, the features of the behaviour of pallaium nitrate solution as a precursor for the technology of industrial synthesis of palladium salts without chlorine-containing reagents aer studied. It is discovered that the oxygenated compounds of nitrogen that are present in the solution affect branching of the syntheis trajectory. It is shown that the formation of the final products proceeds through a series of intermediate stages at which new and already known chemical compounds were isolated: [Pd₃(CH₃COO)₆], [Pd(NO)₂O], [Pd(NO)NO₂], [Pd₂(CH₃COO)₂(NO)₂]₄, [Pd₆O₂(CH₃COO)₃(NO₂)_{6 - x}(NO)_x](H₃O)(H₂O)₅ (x = 0-3), [Pd₃(CH₃COO)₅NO₂], катена-[Pd(CH₃COO)₂]_n, catena-[Pd(HCOO)₂]_n, catena-[Pd(NO)₂Cl₂]_n, catena-[Pd(NO)X]_n (X = Cl or Br). Isolation and investigation of intermediate products allowed us to propose a scheme of the transition of the nitrate coordination surroundings of palladium into the acetate one. Side processes realized in the system are initiated, as a rule, by nitrosation reactions. On the basis of the data obtained, a set of industrial methods of obtaiing palladium acetate was developed.

Extraction processes developed and introduced by the authors at the Norilsk Mining and Smelting Plant (at present ZF OAO GMK "Norilsky Nikel") during the years 1979 to 2009 are considered.

Results of the investigation of reagent regimes and technological operations of gold recovery into concentrates from the ores of parent deposits and technogenic gold-containing raw material of the Krasnoyarsk Territory. Investigations were carried out at the Institute of Chemsitry and Chemcial Technology SB RAS and at the Institute of Nonferrous Metals and Materials Science of the Siberian Federal University during the recent decade. Dependencies of ore concentrability on the mineral and granulometric composition were established. Ways to impromenet of the quality of gold-containing concentrates are shown, new floatation agents are recommended along with new operations of fine gold concentrating, including afterconcentration of old dumps and tailings. Technological operations for the treatment of different hypergene deposits based on stagial combination of various mining and concentrating technologies were rpopsoed for the first time.

Results on the methods of obtaining and the properties of ultrahigh-molecular polyethylene (UHMP) are presented. Items made of this material survive rigid performance conditions, unlike for usual grades of the polymer. It was demonstrated that modification of UHMP by introducing ultrafine particles of inorganic materials promotes enhancement of the performance characteristics of the items made of UHMP. Results of investigations in the area of the development of technologies for obtaining items made of the composite materials based on modified UHMP. New rubber-polymer materials based no modified UHMP, butadiene-nitrile, cis-isoprene and divinyl caoutchouc were obtained. Due to extremely low abradability and increased performance resources of the items made of the developed materials under extremal performance conditions, the materials may win broad range of applications in various areas of technology.

Features of the treatment of non-yielding materials in open and closed systems are considered. The possibility to increase the efficiency of decomposition of difficultly processable ores and concentrates of precious metals in open systems with the use of low-temperature alkaline fusion and acidic oxidative treatment in closed systems - in autoclaves using the microwave radiation is demonstrated.

Possibility of the polymerization of α-angelicalactone (5-methylfuran-2(3H)-one) via two major routes - by opening the olefin bond and/or opening of the lactone bond - is demonstrated. Polyesters of α-angelicalactone were obtained on basic catalysts. Liquid and solid polymers with the molecular masses (MM) 840 to 100 000 were synthesized. It was shown by means of NMR that the fraction of polyester intermonomer bonds in them is 60-68 %. Copolymers of α-angelicalactone with styrele additives were obtained; their ММ was about 200 000-500 000. It was shown that the obtained polymers are subject to biodegradation by different microorganisms within a time interval from a month to half a year.

High-calcium volatile ash of brown coal from the Berezovsky open-pit mine of the Kansk-Achinsk basin selectively sampled from different points in the ash-collecting installation at BSRES-1 (convective pit, prechamber, and each of the four fields of electrofilters) was studied. Differences between these middlings in chemical composition, dispersity, binding properties were established. The types of volatile ash samples were determined in the system of their chemical classification. It was shown that the ash samples of Beresovsky, Nazarovo coal from the 1^st - 4^th fields of electrofilters differ from all the known kinds of ash by the maximally high calcium content. It follows form the phase diagram of the system СаО-Al₂O₃-SiO₂ that hydraulically active phases similar to the basic phases of the Portland cement clinker may be formed from the ash of electrofilters. Due to differences in the composition of ash samples, the ratio of these phases will be changed, too. Along with differences in particle size, this allows one to obtain Portland cement with special properties on this basis. Six fractions of magnetic microspheres of high purity were obtained; their chemical, quantitative phase composition and morphology were studied, including the contribution from globules of different kinds and the structural texture features of the material; methods of application were determined; the trends of changes in composition and morphology with changes in fraction size were established.
