Abstract
The process of formation of the Soviet regional governance system in 1920s is being investigated in this article. The author based on archival data and on materials of the mass media analyses different stages in elaboration of projects of economic and administrative-territorial division of Siberia. The article indicates interrelations between the regional policies, and acute state tasks.
