The article analyzes economic and political processes that took place in Russia in the early 1990s and led to merger of organized crime, authorities and business, formation of the brand new criminality type. The notion of elite corruption is suggested - an element of intrusive-destructive-mimetic criminality that naturally found way into the system of economic, legal, financial and other relations, invulnerable to efforts of law enforcement authorities. Elite corruption threat to national security of the state is shown.
