Abstract
The article deals with the current legal issues of Russia's constitutional development and its federal system. The author considers the lines of potential transformation of territorial organization of the Russian Federation within the actual constitutional framework and demonstrates the possibilities of shifting the virtual territorial organization without affecting the constitutional declarations regarding federal system of Russia. Recommendations aimed at overcoming the related theoretical and practical problems are proposed.
