Abstract
The article presents typologies of social sphere (in education and healthcare) on the basis of ranking method. Integral index of social facilities availability is calculated. The development of regional policy is defined. The correlation between federal expenditures for healthcare and education and a number of entries in respective institutions is revealed. Realization tools of principle of subsidiarity are offered.
