Abstract
In the condition of formation of the knowledge society and penetration of high technologies and innovations into all spheres of life, the education system is being seriously changed. Despite the protracted and deep reforms, it does not have time to react adequately to the requirements of rapidly growing society. The reason for the collapse of the reforms is the organizational factors, which arise as a response to many changes and prevent the rapid adoption of sound reasonable management decisions, which leads to a change of axiological systems and reduce the quality of education.
