Abstract
The article considers the problem of formation of the innovative policy and innovative environment of the higher education institution as a factor for innovations in this institution. The purpose of the article is to analyze various factors of innovations in higher education; the activities to form the innovative policy and innovative environment of the higher education institution; and the psychological, social, economic factors hindering innovations.
