Abstract
There are shown in the article the bases of formal methodology for a monitoring system; the principles of its structure and functional organization. There are suggested the grounds for its classification, taking into account the emergence of its constituent elements as well as requirements to design including development stages, the use of methods and tools for evaluation of programs.
