																					 Abstract 
								The purpose of the article is to identify and structure the conceptually-theoretical positions and the procedural-technological experience, which formed the content of the educational policy of Russia in the second half of the XIX - the beginnings of XX centuries. In the study, there is revealed the urgency of formation of the educational policy in Russia in the historical-pedagogical retrospective. There are revealed the specific features of the educational policy in Russia in the indicated period. The specificities of the competencies delineation between the government supreme bodies in the educational sphere are studied. The preconditions of the educational policy development during the considered period are revealed. The influence of the socio-pedagogical movement on the formation of educational policy is characterized.
