HISTORICAL AND NATIONAL FEATURES OF REMUNREATION OF LABOUR IN RUSSIA

Abstract >>
The article analyzes historical, national and economic features of forming of relatively non-market system of remuneration of labour in Russia. Its duality, that was formed in Middle Ages and virtually has not been changed for more than 800 years, is noted. By virtue of mimicry it adopted to each new economic system. The dual system of remuneration of labour in Russia objectively formed the dual system of pension coverage of Russian citizens: one for the military-bureaucratic machine of the state, the other - for other working population. The article considers the change in the current system of remuneration of labour and pension system as a key condition for growth and sustained development of Russia.

The present paper contains an analysis of main problems of implementation of clusters as tools of regional development in Russian Federation. These problems include lack of understanding of the nature of clusters at the regional level of administration, lack of tools of cluster management and refusal to take into account weaknesses of clusters. The paper contains a description of possible solutions of these problems. An analysis of cluster advantages for companies and for the region is given.

The article defines and formulates main issues in forming a general goal of an industrial enterprise which is a key factor of harmonization of management. It is demonstrated that long -term sufficient level of profitability of assets can act as such goal. Comparison analysis was carried out on the basis of vast statistical material including correlation between this goal and economic value added.

ESTIMATION MECHANISM OF CONSUMER SERVICES SECTOR IN BIG CITY

The article presents the mechanism of forming of performance measures of consumer services sector development in a big city. Logical basis for forming of such measures is suggested. Estimated figure should be compared with numerical criterion of endogenous or exogenous nature. Three types of complementarity estimations of consumer services sector of a big city are developed. Criterion scale of suggested measures is introduced. It is demonstrated that profit maximum in the considered sector complies with the best measure value of integral complementarity. Calculation of complementarity index for Novosibirsk is presented. It can be seen as a landmark in elaboration of development strategies, microzonation and targeted support of small business.

The main federal laws that have a significant impact on the activities of local self-government in the Russian Federation were analyzed. The author notes, that the law continues to ignore many of the pressing problems of the local self-government in Russia, including fiscal autonomy of local authorities; mechanism for financial support of local budgets, financing costs transferred to the local level by federal and regional legislation; separation of ownership (municipal and regional); municipal bankruptcy procedure. The problems arising in the implementation of local government reform were identified.

Structure and principles of state service are described, population dynamics of state bodies staff is presented. Some aspects of noncompetitiveness of state civil service affecting Russian economy are considered. Introduction of declaration of property and assets of state staff is proved, taxation rules for expenses that don’t comply with revenue of state staff are defined. Possible reasons of ineffective expenditure of budgetary funds are revealed.

Financial stability as a great potential of vitality of small cities of Siberian Federal district is considered. The notion of financial stability of municipal formation is given. Estimation procedure for financial stability of small cities on the basis of the integral index (financial stability index) is suggested. Gradation of small cities by level of financial stability as a result of calculation of financial stability index is presented with a view to definition of effective development strategy of small cities network as well as mechanism of its implementation, which will make it possible to strengthen spatial continuity of Siberia in a whole.

Scenario method of risk analysis significantly increases efficiency of estimation of possible project losses in uncertain environment, with multidirectional trends on real estate market and relatively long time horizon. Subsequently it can be of defining value both for taking effective managerial decisions in the course of project realization, and for its total estimation. The article reveals essential characteristics of the scenario method: analysis and generalization of approaches to the definition of the «scenario» notion as well as their classification are made, methods of scenarios elaboration as the most difficult step in risk valuation process are considered. Scenario algorithm of risk analysis for residential property project is developed.

This article presents the results of a research which shows the effects of the terms of contracts on balance sheet items of the accounting reporting of trade organizations. The author allocated the essence of contracts which traditionally are used in trade activity and also identified particular contractual relationships between entities formed by groups of organizations. As the result of the comparing of the accounting data whose composition is determined by essence of contracts the author disclosed the mechanism of the influence of the conditions of the ownership transition on the formation of information about receivables in the individual financial statements, summary reporting and consolidated financial statements in the interconnected trade organizations.

REGIONAL MINIMUM SALARY IN RUSSIA: ECONOMETRIC ANALYSIS

Currently regional minimum salary is the only way of labour market regulation on regional level in Russia. However, procedure and effects of regional minimum salary determination are not examined enough. We prepared a data base for all regional minimums, effective in Russia in 2007-2012. On the basis of econometric analysis we revealed main factors defining minimum wage rate in the region. Gross regional product per capita, profit of organizations, price differences, demographic, climatic and political factors should be noted as the most significant factors.

This paper aims to trace the evolution of integrated communication over a period of time, propose and explain relevant stages, identify relationship between integrated communications and integrated marketing communication. The article explores the development of integrated communications based on books and academic articles in peer-reviewed academic journals published in English language between 1992 and 2013. The paper represents the model of evolution of integrated communications, consisting of three stages: proto-integration in communications, integrated marketing communication, integrated communications. The results clarify characteristics of integrated communications as more holistic concept and advanced stage of evolution of integrated approach to communication.

The paper considers the features of the diagnostic control of power installations of power plant via expert diagnostic system of functional hybrid type named SKAIS. SKAIS, the system of control, analysis and monitoring of changes in the power plant state, is a dialogue, mode driven software system, designed for diagnostics and expertise of any power plants. SKAIS makes it possible to diagnose decline in economic efficiency, define amount, reasons and danger of current changes, forecast state, evaluate reliability, remaining life, longevity, risk level and damage from further power installation exploitation at early stages (with the use of accelerated tests). SKAIS system makes decisions toward surmouniting the conflict (maintenance or restriction) with the presentation of recommendations, prepared in the knowledge base (in the form of end products - decision rules) to operative and maintenance personnel of a thermal plant. The data base and knowledge base about all forced stops and equipment defects, deviations from the exploitation norms are made for that end.

In 2000s, Russian large retailers captured a large share of the market and obtained a significant market power. This change in the market organization may enhance or deteriorate social welfare. Public interest in this issue stimulated adoption by the Russian Parliament (State Duma) of the law against the concentration of trade in the hands of a few firms. In this paper we consider the question of efficiency, in terms of social welfare, this kind of state intervention in the relations between retailers and manufacturers.

Main obstacles for implementation of systems of corporate governance in Russia are considered: restructuring of culture of relations inside a joint-stock company, presence measure of insiders and outsiders, enforcement of by-laws etc. Recommendations for minimization of negative factors in the process of implementation of enterprise management systems are suggested.
