Abstract
Value of quality improvement of human capital as the main factor of forming of competitive advantages of Russia is considered. It is noted that the activity of health services impacts the indicators of public health and demography, hence the quality of human resources. Positive shifts in objectives management of sector development are indicated. Stages of health services development in modern history are distinguished. Advantages and disadvantages of current fiscal and insurance model are indicated. The necessity for change of institutional foundations of the system by the development of institute of state and private partnership is proved.
