The article presents the factors that have been influencing the formation and development of the Public and municipal administration speciality and the Siberian Academy of Public Administration for the last 20 years. There are marked the quantitative changes in the training system of the Russian higher educational institutions and outlined the history and evolution of the existing system of training for the state and municipal service and the existing problems.
The person is the core of innovative economy. It is exactly his/her intelligence that creates profit today. Several types of specialists participate in the innovative process and each of them should have the corresponding training. Only in this case they can accurately fulfill their functional obligations and the process itself will be complete by creation and introduction of successful innovation into the market. The innovative economy is impossible without innovative education. And, in its turn, it should be based on a powerful philosophical and methodological base.
The author of the article raises a very important problem connected with the specific character of the modernization process in Russia. She offers her own interpretation of this phenomenon. The modern modernization is being discussed, which is conditioned by the fact that Russia is still developing in the organizational and content-wise aspects, but already as a super-ethnic formation which is represented by the Russian people. This means that the wholeness of modernization can be conditioned only by being in accord with this formation. As an example, confirming the conclusion, the author considers the role of education in the process of transition to the organic modernization and offers for consideration a National educational doctrine of Russia.
There is discussed a question in what sense it is possible to ascribe the status of existence to the society. One possible interpretation of the concept of the social is presented. It is shown that this concept in the processes of social cognition occupies a place which is similar to the place, occupied by the notion of matter in the natural-scientific world picture. The opinions about the death of society, being present in the contemporary sociology, testify to poor understanding of the scopes of philosophy and science. The necessity of forming a scientific picture of the social world is substantiated, and the ways of such formation is presented.
E-learning entails not only positive opportunities, but also some rarely considered dangerous negative tendencies in the education system. They manifest themselves in the conditions of consumerism and the mass-media influence. The quality of education in terms of e-learning as a model of new education in the era of information society is considered. In the article a special attention is paid to the question of methodological correction of not only epistemological but also axiological principles of the computer-based systems of education.

Establishing the hi-tech parks, business incubators and small innovative enterprises (SIE) on the basis of higher educational institutions is one of the main forms of their incorporation into the regional innovative systems and a significant tool of the human capital development. Though the institutional conditions for innovative structures of the higher education institutions are being provided, there are a lot of open questions in this sphere. Based on generalization of the experience of establishing business incubators and SIE in Russian regions, the author's research and expert views, there are proposed the directions of improvement of the regulation of activity of the innovative structures of the higher education institutions.
In the article there is considered the mission of the higher vocational training, the typology of reflexive thinking in the context of vocational training. The author analyses the methodological bases of the types of reflexive thinking of the professional and formulates the directions of their development in the process of professional formation of the person.
The author analyses the practice of training of public servants for a multicultural society, using the example of modern Russia. There are two approaches to multicultural policy in the sphere of public administration. First, the public administration should be realized in the framework of the legislative system. That means that profound research of international legislation in this sphere by future public servants is important. Second, special training of the public servant in the sphere of intercultural relations is needed.
The author presents the basic contradictions of the expert activity in the system of education and analyzes the construction of its theoretical foundations. The article examines the specificity of the system of expert activity, shows the relationship between the diversity of the managing and controlled subsystems of the expertise, and presents an analysis of the problems of the educational system expertise. There are described the main groups of research to synthesize the experience of the control of analytical activity, leading to the construction of an expertise system of the educational systems.
The article is devoted to the formation of competitive environment in the market of educational services of higher professional education, especially its structural organization and functioning. There is distinguished a group of problems, pointing to the anti-competition acts and the actions of the authorities, which violate the basic provisions of the Russian Federation Law On the protection of competition as regarded to the market of educational services. The possible ways of their neutralization are outlined.
The author analyzes and classifies the current approaches to the concept of management culture, and formulates her own definition of it from the positions of the sociology of management. The article considers the objective and subjective components of the management culture, which influence the efficiency of the educational institution functioning: the leadership style, the specific character of organization and the characteristic features of the staff. The authors analyze the methodological features of assessment of the student's leadership competencies during their studies and preparation to the future managerial activities. The results of the socio-psychological research of the first year students of the Siberian Academy of Public Administration are presented. These results were obtained by comparative analysis of the individual student's self-assessment of their leadership competencies and the outcomes of individual psychological testing of working styles according to I. Adizes' Leadership Model. The analysis shows that many first year students do have high leadership potential and abilities, but have very vague understanding of the basis of managerial competence in general and the competence of public administrators in particular.

The article investigates the technique of distinguishing the competencies of the higher education teacher. It describes the results of a study, based on which a model of competencies of the teachers of higher education has been created. The factor analysis by large factors has been used to create the model. There have been obtained five key competencies. A method has been developed for determining an integral index of effectiveness of the higher education teacher based on the calculation of individual competencies and their components with some weights for the blocks. The article considers some factors affecting the distinguishing features of adult education in the information society at its beginning stage. The author analyzes the reasons for the low level of development of civil consciousness of the major part of youth in modern Russia and substantiates the need for changes in the educational policy, which should be directed to formation of active civil position of the creative, enterprising personality. The author analyzes the specificities of organization and legal regulation of professional training for the state and municipal service in modern Russia. In the article the characteristic features of the mechanism of professional training are characterized; there are revealed the benefits and shortcomings of the management of professional training; there are substantiated some proposals for the formation of the state and municipal service administration, coordination of professional training, conditions of realization of the basic educational programs.
Modernization of the current professional education demands the usage of active teaching technology in the education process. Before the system of professional education there are set the tasks of not only helping students to master knowledge and to form the skills, but also to develop creative and communicative abilities of the person, to form individual approach to the arising problem. The solution of the mentioned problem demanded the development of a project-based technology of teaching, helping the student to obtain necessary competencies. In the article the author introduces the basic ideas of a project-based technology of teaching on the basis of cooperation of population, authorities, business and education system.
In the article there are considered some of the current problems in distance learning associated with the specificity of the organization of the education process and the creation of modern resources for education. Distance education is characterized as a modern form of correspondence learning based on new information technologies and multi-media systems. As exemplified by the growth of distance learning in the Siberian Academy of Public Administration, the author traces the evolution of educational resources for the study of Russian language and speech culture: from instructional materials that were realized in the case-technology to more up-to-date electronic academic materials being used in the network technology of distance learning.
The main goal of the article is to discuss new methods in conducting the electronic seminars, being one of the major components in distance learning. The characteristics of electronic seminars and the main problems arising from them are considered. In addition, some ideas for improvement in the methodology of electronic seminars are proposed. The common goal of these proposals is to generate teamwork during the electronic seminars and to make them resemble classical seminars as they exist in regular education. The conditions necessary to make a transition to new forms of electronic seminars are herein outlined.
For public authorities and local government, introduction of technology of remote training has opened additional possibilities of increasing the level of professional skills of their cadres. Civil servants have got the opportunity to be trained without coming off their professional work. Development of remote educational technology (PILLBOX) has transformed it to a significant tool of andragogics, with its own conceptual apparatus and principles. In practice, the PILLBOX gives rise to many problems, in particular, the methodical ones which have induced the author to share the revealed problems and possibilities.

The author analyses the content and meanings of the innovative development of legal culture at the present stage. He also considers the influence of the contemporary federal educational standards of higher professional education and passed federal laws on the development of legal culture of Russian society. In the article, different viewpoints of Russian scientists on the content of legal culture of lawyers as its concrete bearers are researched and compared. The ways of innovative development of the students' legal culture are indicated. Thus, there is substantiated the statement that innovative development of legal culture of Russian society depends on the activity of legislative authorities, educational structures and the legal communities themselves.
The task of the article is to show the importance of foreign language teaching in the construction of ethnic and cultural identities and how these identities can be observed through the language. The author stresses the necessity of acquiring keenness of observation in studying the other cultures using the method of comparison.
