The author of the article raises a very important problem connected with the specific character of the modernization process in Russia. She offers her own interpretation of this phenomenon. The modern modernization is being discussed, which is conditioned by the fact that Russia is still developing in the organizational and content-wise aspects, but already as a super-ethnic formation which is represented by the Russian people. There is discussed a question in what sense it is possible to ascribe the status of existence to the society. One possible interpretation of the concept of the social is presented. It is shown that this concept in the processes of social cognition occupies a place which is similar to the place, occupied by the notion of matter in the natural-scientific world picture.  The opinions about the death of society, being present in the contemporary sociology, testify to poor understanding of the scopes of philosophy and science. The necessity of forming a scientific picture of the social world is substantiated, and the ways of such formation is presented.

The authors analyze the methodological features of assessment of the student's leadership competencies during their studies and preparation to the future managerial activities. The results of the socio-psychological research of the first year students of the Siberian Academy of Public Administration are presented. These results were obtained by comparative analysis of the individual student's self-assessment of their leadership competencies and the outcomes of individual psychological testing of working styles according to I. Adizes' Leadership Model. The analysis shows that many first year students do have high leadership potential and abilities, but have very vague understanding of the basis of managerial competence in general and the competence of public administrators in particular.

It describes the results of a study, based on which a model of competencies of the teachers of higher education has been created.  The factor analysis by large factors has been used to create the model. There have been obtained five key competencies. A method has been developed for determining an integral index of effectiveness of the higher education teacher based on the calculation of individual competencies and their components with some weights for the blocks. The author analyzes the reasons for the low level of development of civil consciousness of the major part of youth in modern Russia and substantiates the need for changes in the educational policy, which should be directed to formation of active civil position of the creative, enterprising personality. The author examines the connections between political system and the content of education policy for manager training. The reasons of the absence of political science disciplines in the Soviet education system are named. The appearance of political science within educational process in the 1990s is explained. The main reasons of reduction of political education are revealed in connection with Russia's joining the Bologna process and the corresponding educational reform. The basic ways for improvement of manager training in modern conditions, based on the accumulated experience and political science, are proposed.

The main goal of the article is to discuss new methods in conducting the electronic seminars, being one of the major components in distance learning. The characteristics of electronic seminars and the main problems arising from them are considered. In addition, some ideas for improvement in the methodology of electronic seminars are proposed. The common goal of these proposals is to generate teamwork during the electronic seminars and to make them resemble classical seminars as they exist in regular education.
