Abstract
The article is devoted to the formation of competitive environment in the market of educational services of higher professional education, especially its structural organization and functioning. There is distinguished a group of problems, pointing to the anti-competition acts and the actions of the authorities, which violate the basic provisions of the Russian Federation Law On the protection of competition as regarded to the market of educational services. The possible ways of their neutralization are outlined.
