Abstract
In the article the requirements to the education content, described in the draft law «On education in the Russian Federation», are analyzed. On the basis of the system-dialectic approach, there are considered the cultural values of the Western civilization and their transformation into the socio-cultural values. A basic universal socio-cultural value is formed.
