The author analyses specific character of the national and regional educational policy in the conditions of the ongoing process of education modernization. In his study the author uses the materials of the international forum Interra - 2010, which took place in Novosibirsk, in September 2010. The author claims that far from all the problems of modernization have satisfactory solution nowadays. He especially points out that oftentimes the global, national and regional levels of education have in their development an inadequate algorithm of development. The basic reason for that, according to the author, is the lack of interactive planning in the development of national and regional educational systems.
