Abstract
In the article an attempt is made to determine the place of non-governmental institutions of higher vocational training in the market of educational services. The author thinks that formation of a new market of educational services in Russia and its segmentation are conditioned by parallel functioning of governmental (budgetary) and non-governmental (off-budget) educational systems.
