Abstract
The problem of dialectics of the federal and the regional components in education is considered, a characteristic of the humanization principle in the general and vocational (special) artistic education is given. The problem of crisis of the local culture and integration of the culture is considered. The modern condition of culture is characterized. It is argued that there is a need to take into account the relationship between the content of vocational training and the realities of modern culture. The contribution of the author is substantiation of the dialogue of cultures in the educational process of the system of vocational training, widening of the variety of applied activity, mastering the directions of the youth subculture.
