Abstract
The article analyzes the transformation of the definition of functional literacy as the development of the continuous education skills in the contemporary research in the West. The author focuses on the social context, philosophical and pedagogical aspects and technological foundations of interpreting the functional literacy of the information society based on the example of educational policy in the U.S in the second half of the 20th and the beginning of the 21st century. The outcome of the research is represented as a technological construct of the functional literacy.
