Abstract
The article deals with the starting period of the Jewish community formation and development in Siberia. This period has not been thoroughly studied in historiography. The analysis presented in the article is based on the archival data and elaborates on governmental policies of Alexander I and Nicholas I towards Jews living in Siberia as well as the consequences of the policies by the mid-nineteenth century.
